Family Based Mental Health Services (FBMHS) Program Director/Administrator Position Summary The Family Based Mental Health Services (FBMHS) Program Director provides leadership, clinical oversight, program development, regulatory compliance, and supervision for the Family Based Program at BGH Foundation. The Program Director ensures services are delivered in accordance with Pennsylvania Department of Human Services regulations, OMHSAS requirements, CASSP principles, and BGH Foundation standards of care. The Program Director is responsible for ensuring high-quality, family-centered, community-based treatment services that prevent out-of-home placement and promote family preservation for children and adolescents with serious emotional and behavioral health needs. The Director would report at 2 days a week, the remaining would be remote. Essential Duties and Responsibilities Provide full-time leadership and oversight of the Family Based Program. Recruit new clients and build partnerships for new referrals conduct administrative duties scheduling clients, making sure client files are complete with all clinical documents , verifying eligibility Supervise Family Based treatment teams and conduct weekly supervision meetings with each team. Ensure compliance with Pennsylvania Family Based regulations, licensing standards, Medicaid requirements, and county contracts. hire new staff- mobile teams Conduct asssesments and treatment plans when needed Review, approve, and oversee all assessments, treatment plans, clinical notes and any other clinical documents within required timelines. Coordinate with county behavioral health programs, schools, child welfare agencies, juvenile justice, medical providers, and other community partners. Monitor quality assurance activities, chart audits, outcomes, and program performance indicators. Ensure families have access to crisis support and 24-hour on-call coverage. Participate in county meetings, provider meetings, and utilization reviews. Oversee staff recruitment, orientation, training, and retention efforts. Ensure documentation, authorizations, reauthorizations, and discharge planning are completed timely. Support program growth, community outreach, and referral development. Maintain policies and procedures consistent with state regulations and accreditation standards. Provide leadership in creating a trauma-informed, culturally responsive, family-centered environment. Will fill in-- if needed when short mobile units. Minimum Qualifications Master's Degree in Social Work, Psychology, Counseling, Nursing, Rehabilitation, Education, Marriage and Family Therapy, or related human services field. Minimum three (3) years of direct care experience working with children and adolescents within a CASSP service system. Minimum two (2) years of supervisory experience in behavioral health, child welfare, education, juvenile justice, or related systems. Completion of Family Based Training Program or willingness to complete required training. Knowledge of
OMHSAS, CASSP
principles, Medicaid regulations, and Family Based Mental Health regulations. Valid driver's license and reliable transportation. Preferred Qualifications Experience leading community-based behavioral health programs. Experience with CARF accreditation and quality improvement initiatives.
