At EBCAP, we don't just advocate for affordable housing. We own it, operate it, and are committed to growing it. We're looking for a Director of Housing to lead our portfolio of seven low-income housing properties (39 units), including a 12-unit HUD Section 811 PRAC supportive-housing property. This is a senior leadership role reporting to our Chief Operating Officer. You'll have real ownership, direct influence on strategy, and the backing of a multi-service agency that brings health, behavioral health, case management, and family supports alongside housing. If you know how to keep properties well-run, compliant, and financially sound, and you believe residents deserve both dignity and stability, we'd love to talk. Key Responsibilities What you'll do Lead the portfolio. Set the direction for EBCAP's scattered-site housing. Serve as the agency's senior owner/landlord representative, balancing resident rights and housing stability with sound stewardship of agency assets. Build a strong team. Supervise and develop the Program Manager, Independent Housing. You'll set clear goals, workflows, and escalation paths so day-to-day operations run smoothly and you can focus on the big picture. Own compliance and audit readiness. Keep the portfolio aligned with HUD, CoC, fair housing, landlord-tenant law, and funder requirements. Build the internal controls, procedures, and dashboards that make every monitoring visit routine instead of stressful. Steward the finances. Oversee budgets, grants, contracts, reserves, and reporting in partnership with Finance. Track the numbers that show each property's health, including vacancy, work orders, receivables, and costs. Keep homes safe and well maintained. Work with facilities staff, contracted partners, and clinical and case management teams on inspections, repairs, unit turns, and capital planning. You'll champion improvements in accessibility and energy efficiency. Shape what comes next. Advise executive leadership on growth, partnerships, and funding opportunities. Partner with our grant writers on competitive proposals, and represent EBCAP with housing officials, municipalities, funders, and community coalitions across Rhode Island. Skills, Knowledge & Expertise What you bring Bachelor's degree in business or public administration, housing, real estate, community development, planning, social services, finance, or a related field (equivalent experience considered; a master's is a plus) 7+ years in affordable, subsidized, supportive, or multifamily housing, property or asset management, or housing program administration 3+ years supervising staff or leading programs A track record managing regulated programs with multiple funding sources, budgets, compliance reporting, inspections, and vendors Working knowledge of HUD and CoC programs, fair housing, income certification, reasonable accommodation, and RI landlord-tenant law Valid driver's license, reliable transportation, and insurance for travel between properties You'll stand out if you have: Direct experience with
HUD PRAC
811, CoC permanent supportive housing, or HMIS Experience with scattered-site portfolios or housing development and rehab Experience in a nonprofit health or human-services setting, especially with residents receiving behavioral health, disability, or case management services A COS, ARM, or comparable credential.
