Job Description

SUMMARY Under the general direction of the Patrol Supervisor, Police Signal Operators respond to both routine and emergency requests for service and information as the first point of contact for the public calling the agency for assistance. Requests for service and information from inside and outside the agency are screened to determine the most appropriate action to take. Responsible for dispatching law enforcement responders, or routing information via the computer and/or radio systems, Police Signal Operators exercise considerable judgment in determining the seriousness and exigency of the situation and determining the most appropriate action.
ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned. Dispatch, calls for service, emergency, and non-emergency, translating service requests into radio codes and relaying to personnel in the field via radio or computer the priority of the call, who is involved, and what type of response is warranted; listens to each radio transmission from personnel in the field and acknowledges and complies with each request for action or information. Monitors multiple radio channels for office safety and timely response to calls for service; Maintains awareness of the location and status of each police officer, detail officer, radar unit, detective unit, and animal control unit in the field. Monitors all activities in which personnel are engaged, checking periodically with personnel to verify position and activity, supplying backup personnel, and taking other appropriate steps to provide for the safety of field personnel. Logging detail officer locations of their assignment and physical location Answers emergency and non-emergency calls from the public; receives service requests by telephone on 911 emergency and business lines, obtains information on the nature of the request/emergency, the location, telephone number, and name of the caller and other pertinent information, remaining on the line with the victim in an emergency, creating a record of the information, classifying services requests; confirming the information retrieved as relevant and indicating the correct location and taking the necessary action. Communicates via telephone and computer with other police agencies from multiple jurisdictions, both national and internationally, and other agencies as required such as the Fire Department, Animal Control, Amtrak Police, RIPTA, Homeless Shelters, etc on request services, maintaining detailed records of the time and nature of each call. Backfills information into calls to ensure the responding officer has all the pertinent information and history; which may include adding/running a license plate for a person, identifying a person to a car, or determining if the person has an outstanding arrest warrant or bench warrant. Reads maps and memorizes streets, coordinates, and determines districts. Operates computer-aided dispatch system equipment, such as NCIC terminal, internet terminal, Mobile terminal for LANs, TDD, and other programs, including but not limited to; My Daily Call, 3SI Tracker Tool, Blinklink, Tax Assessor database, RIDMV Temp plate, Cross Agency, Police Detail Tracking, City Hall Lockdown phone, etc. Provides information to law enforcement personnel on warrants, driver's license data, vehicle registration, property ownership, criminal histories, verification of identities, etc by querying various law enforcement databases. Updating Site Files and the Tax Assessor database, which includes updating demographic information about an existing business, contact information, and current owner when new information is discovered or found through a call for service. Entering NCIC and RILETS warrants as requested by Supervisors and/or Detectives as requested. Monitors/verifies information in the Warrant drawer as needed. Clears warrants when expired or no longer active. Monitors multiple radio channels (Tac's 1,2,3, Fire Channel, and Intercity) for service requests for other jurisdictions and emergency radio traffic. Ability to distinguish various signal sounds and tones that signal varied emergencies and calls for assistance by law enforcement personnel. Generates and broadcasts BOLO (Be on the Lookout) announcements by radio and electronic means (NCIC or local broadcasts). Assists in the training of new police officers who need to learn and observe the dispatcher's role before going on the road for service. May be required to monitor and reset the LAN if the network has gone down. Reboots the computer system in the dispatch room and contacts IT if further action is required.

QUALIFICATIONS

EDUCATION and
EXPERIENCE
High school diploma or general education degree (GED); or one to three months related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of an organization. Knowledge of English usage and spelling, record-keeping methods, principles of human relations, and basic safety precautions and procedures.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Candidates must pass a typing test with a minimum of 35 words per minute. Candidates passing the above-mentioned test, will be required to achieve a passing grade (70 or higher) on a written test established by an outside agency. Schedule Second shift, 4:00 pm to 12:00 am.
