Directly supervises department heads and provides overall administrative supervision of City operations.
POSITION SUMMARY
The City Administrator serves as the chief administrative officer of the City and is responsible for the overall management, coordination, and administration of municipal operations under the policy direction of the Mayor and City Council. The Administrator oversees City departments, personnel, finances, budgeting, strategic planning, and implementation of Council policies and priorities while promoting efficient, responsive, and fiscally responsible municipal services.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Directs and coordinates the activities and operations of all City departments and department heads.
- Implements policies, ordinances, programs, and directives established by the City Council.
- Keeps the Mayor and City Council informed of City operations, emerging issues, financial conditions, and matters requiring Council consideration or direction.
- Develops recommendations and provides professional and administrative guidance to the City Council.
- Prepares the proposed annual budget in coordination with City staff, presents it to the City Council, and administers the adopted budget.
- Monitors City revenues, expenditures, purchasing, and financial activities to ensure compliance with the adopted budget, City policies, and applicable laws.

- Provides leadership in personnel administration, including employee performance, organizational structure, staffing, and supervision of department heads.
- Selects, evaluates, disciplines, and, when necessary, dismisses department heads consistent with applicable law and City policy.
- Attends City Council, staff, board, commission, and other meetings as required.
- Coordinates with the Mayor and appropriate staff in the preparation of agendas, reports, recommendations, and supporting materials for City Council meetings.
- Represents the City in dealings with governmental agencies, community organizations, businesses, professional organizations, and the public.
- Reviews and approves major purchases and expenditures within established budgetary authority, purchasing policies, and applicable state law.
- Issues administrative directives and signs contracts, checks, reports, and other official documents when authorized.
- Serves as an Investment Officer for the City and performs related responsibilities in accordance with City policy and applicable law.
- Identifies opportunities to improve City services, operational efficiency, financial performance, and organizational effectiveness.
- Performs other duties and responsibilities assigned or authorized by the Mayor and City Council.
KNOWLEDGE, SKILLS AND ABILITIES
- Thorough knowledge of municipal government operations, administration, budgeting, finance, personnel management, strategic planning, and public policy.
- Working knowledge of applicable local, state, and federal laws, regulations, ordinances, and requirements affecting municipal government.
- Strong leadership, organizational, decision-making, and problem-solving skills.
- Ability to develop and administer budgets and effectively manage public resources.
- Ability to supervise, evaluate, develop, and hold employees and department heads accountable for performance.
- Ability to analyze complex issues, identify alternatives, and provide clear recommendations to elected officials.
- Strong written and verbal communication skills, including the ability to present complex information clearly and professionally.
- Ability to establish priorities, manage multiple projects, meet deadlines, and perform effectively under pressure.
- Ability to negotiate, resolve conflicts, build consensus, and maintain productive working relationships.
- Ability to exercise sound, independent judgment while operating within policies and direction established by the City Council.
- Ability to recognize when specialized legal, financial, engineering, technical, or professional assistance is necessary.
- Ability to maintain confidentiality and demonstrate sound judgment, professionalism, integrity, and ethical conduct.
- Ability to establish and maintain effective relationships with elected officials, employees, citizens, businesses, governmental agencies, and community organizations.
- Ability to represent the City professionally and promote public confidence in municipal government.
Qualifications:
MINIMUM QUALIFICATIONS
Education:
Bachelor s degree in Public Administration, Business Administration, Finance, Management, or a field related to municipal government or City operations.
Experience:
Minimum of two years of progressively responsible professional or management experience in municipal government, public administration, a major governmental department, or executive-level private-sector management. Candidates with an Associate s degree should have a minimum of four years of progressively responsible related experience. Experience in municipal budgeting, finance, personnel administration, utilities, public works, economic development, or other major local government functions is preferred. An equivalent combination of education, training, and progressively responsible experience that demonstrates the required knowledge, skills, and abilities may be considered.
LICENSES AND CERTIFICATIONS
Valid Texas Class C Driver License.
Relevant municipal management, public finance, investment, or public administration certifications are preferred.
EXPECTATIONS OF THE POSITION
The City Administrator is expected to provide professional, ethical, and effective leadership; carry out the policy direction of the City Council; ensure responsible stewardship of public resources; promote accountability throughout the organization; and continuously seek opportunities to improve municipal services and operations.
