The Director of Housing Services provides strategic leadership and day-to-day oversight of the staff supporting Peace House's existing housing programs, including Housing Navigation services and our onsite Transitional Housing. A key part of this role will be to support the launch and growth of our new offsite Housing Stability project across our two-county service area. This position is responsible for shaping the vision, direction, and growth of housing services that empower survivors of domestic violence, sexual assault, stalking, and their families to achieve safe, stable, and permanent housing. As the organization's housing expert, the Housing Director leads program development, builds strong community partnerships, and drives innovative, survivor-centered housing solutions. They navigate complex housing systems, advocate for survivors, and collaborate with local and state partners to expand housing opportunities and remove barriers to stability. PRIMARY RESPONSIBILITIES
Program Leadership & Strategic Direction Lead the strategy, day-to-day direction, and continuous development of onsite Transitional Housing and offsite Housing Stability programs. Translate Peace House's mission and strategic priorities into clear housing program goals, service models, and implementation plans. Design, implement, evaluate, and improve housing program models using trauma-informed, survivor-centered, and evidence-informed practices. Monitor emerging housing trends, funding opportunities, and best practices to ensure programs remain innovative and effective. Develop and maintain policies, procedures, standards, and workflows that support consistent, high-quality service delivery and clear staff practice. Housing & Client Advocacy Serve as Peace House's primary internal resource on housing systems, housing stability, and available housing interventions. Coach staff in assessing housing barriers, identifying appropriate interventions, and developing individualized housing strategies with survivors. Consult on complex housing situations and help staff identify practical, ethical, and survivor-centered paths forward. Maintain expertise in affordable housing programs, rental assistance, landlord engagement, housing navigation, eviction prevention, and housing stabilization. Advocate alongside survivors and support systems-level problem solving when policies, practices, or other barriers limit access to or retention of housing. Ensure services are survivor-centered, culturally responsive, and trauma-informed. Systems Coordination & Community Partnerships Build and maintain productive relationships across the housing and human services system, including public housing and local housing authorities, Utah Housing Corporation, Continuums of Care, homeless service providers, behavioral health providers, and other community partners. Ensure survivors can access all available housing assistance resources and reduce barriers to access where present. Cultivate working relationships with landlords and property managers to grow housing options for survivors through rental agreement negotiation, education, mediation etc. Actively represents the organization in housing coalitions, workgroups, and community planning efforts. Identify pathways to share aggregate, VAWA-compliant data within community planning spaces so survivor housing and other unmet needs are better understood and included in gaps analyses and broader planning efforts. Cultivate new partnerships that expand housing opportunities for survivors. Staff Leadership & Development Provide clear supervision, coaching, accountability, and professional development for a small staff team who duties encompass housing navigation, landlord engagement and property management. Collaborate closely with the Case Management team to ensure wrap around care for clients and timely & effective assessment of housing needs and eligibility. Build housing knowledge across Peace House by developing or coordinating practical training, tools, and consultation for staff and supervisors. Create a team culture where staff can ask questions, raise concerns, learn from mistakes, solve problems together, and remain accountable to high standards of survivor care. Support staff through complex cases and systems barriers while modeling calm problem solving, healthy boundaries, resilience, and creativity. Compliance & Quality Improvement Ensure housing programs operate in accordance with applicable federal, state, licensing, contractual, and grant requirements. Monitor program outcomes, service trends, and data quality; use findings to identify gaps, strengthen practice, and inform program decisions. Partner with leadership and compliance/development staff on grant applications, reporting, monitoring, and program evaluation related to housing services. Identify service and systems gaps and lead practical continuous quality improvement efforts.
