Job Description

The County of Greene is currently seeking a highly skilled, experienced, hands-on professional to serve as its Director of Finance . The Director of Finance reports directly to the County Administrator. Performs highly responsible executive and professional work directing the County's financial operations, accounting systems, budget development, financial planning, debt administration, payroll administration, human resources, and financial reporting functions. Serves as the County's Director of Finance and principal advisor to the County Administrator and Board of Supervisors on fiscal policy, budget strategy, workforce planning, compensation, benefits administration, capital financing, revenue forecasting, and long-term financial sustainability. Ensures compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, Government Finance Officers Association (GFOA) best practices, federal and state regulations, and all applicable local government financial reporting requirements. Leads the development and management of the County's annual operating and capital budgets in support of a complex and evolving organization with changing service demands, infrastructure investments, and regulatory requirements. Work is performed under the general direction of the County Administrator and includes supervision of all departmental personnel. Essential Functions:
  • Provides executive leadership and oversight for the County's finance, budget, accounting, payroll, and human resources, ensuring effective stewardship of public resources, regulatory compliance, organizational effectiveness, and strategic support for a complex and evolving local government organization.
  • Serves as the County's financial strategist and advisor on fiscal policy, financial planning, risk management, capital financing, and long-term financial sustainability.
  • Supervises and manages the daily operations of accounts payable, human resources, and general accounting functions.
  • Prepares the annual budget; advises the Board of Supervisors and County Administrator of anticipated expenditures; monitors expenditure/revenue reports throughout the year for accuracy and to stay within budget.
  • Develops multi-year financial forecasts and budget strategies to address growth, changing service demands, economic conditions, and capital infrastructure needs.
  • Ensures compliance with
GAAP, GASB
pronouncements, GFOA best practices, Virginia local government financial requirements, grant regulations, and applicable federal and state laws.
  • Oversees preparation of the Annual Comprehensive Financial Report (ACFR) and ensures successful completion of annual external audits.
  • Develops and implements financial policies, internal controls, and accounting procedures that promote transparency, accountability, and operational efficiency.
  • Provides financial analysis and recommendations regarding capital projects, debt issuance, reserve policies, and other significant financial initiatives.
  • Coordinates financial planning and budget development with County departments, Constitutional Officers, Schools, Social Services, and external agencies.
  • Reviews, authorizes, and approves accounts payable and related reports; approves the processing of 1099's.
  • Coordinates monthly closing process of the general ledger; prepares journal entries; authorizes the closing process.
  • Coordinates the year end closing process of the general ledger with all County departments, Social Services, and County Schools; reconciles accounts; prepares journal entries and authorizes the closing of the fiscal year.
  • Authorizes and approves financial reports related to state/federal/local grants.
  • Attends Board of Supervisors and staff meetings and provides reports as necessary.
  • Advises the Board of Supervisors on borrowing initiatives for capital projects and short-term lease projects; provides an annual summary report to the Board of Supervisors and County Administrator on debt.
  • Performs a variety of special projects assigned by the County Administrator or the Board of Supervisors.
  • Directs and oversees the County's human resources functions, including recruitment, onboarding, classification and compensation administration, benefits administration, employee relations, performance management, policy implementation, and compliance with applicable employment laws and regulations.
  • Oversees payroll administration and related processes to ensure accurate and timely compensation, tax reporting, benefit deductions, leave accounting, and compliance with federal and state payroll regulations.
  • Develops, recommends, and administers personnel policies, compensation plans, employee benefits programs, and workforce strategies in coordination with the County Administrator.
  • Provides guidance and support to department directors and supervisors regarding employee relations, performance management, organizational development, and personnel matters.
  • Oversees annual compensation studies, salary reviews, benefit analyses, and workforce planning initiatives to support recruitment and retention objectives.
  • Ensures compliance with the Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Virginia employment laws, payroll tax requirements, retirement system reporting requirements, and other applicable personnel regulations.
  • Develops and monitors personnel budgets, position control systems, and staffing analyses as part of the County's annual budget process.
Knowledge Skills and Abilities:
Comprehensive knowledge of governmental accounting principles, financial reporting standards, and local government finance administration; extensive knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, Government Finance Officers Association (GFOA) best practices, governmental budgeting, auditing, debt management, treasury functions, grants administration, and public procurement laws. Demonstrated ability to develop and manage complex operating and capital budgets, perform long-range financial planning, evaluate financial risk, develop sound fiscal policies, and communicate complex financial matters to elected officials, senior leadership, and the public; thorough knowledge of the practices, methods, and laws relating to municipal bond financing; thorough knowledge of the County code; thorough knowledge of standard office procedures, practices, and equipment; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms, and records; ability to communicate complex ideas effectively both orally and in writing; ability to prepare informative financial reports; ability to plan, organize, direct and evaluate the work of subordinate employees; ability to establish and maintain effective working relationships County officials, other governmental officials, associates and the general public. Demonstrated experience leading the financial operations and budget development of a complex and evolving organization, including long-range financial planning, capital project financing, debt management, and strategic resource allocation. Comprehensive knowledge of public-sector human resources administration, payroll operations, employee benefits administration, compensation systems, personnel policies, workforce planning, and applicable federal and state employment laws. Knowledge of FLSA, FMLA, payroll tax requirements, retirement system reporting, and employee benefits programs. Demonstrated ability to integrate financial planning and workforce management strategies to support organizational goals.
Education and Experience:
Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or closely related field and progressively responsible experience in governmental finance, budgeting, accounting, payroll administration, and financial management, including significant supervisory and leadership experience; or an equivalent combination of education and experience. Experience developing and administering complex operating and capital budgets for a growing or evolving organization is required. Experience in local government finance, debt management, capital financing, and implementation of GASB standards is strongly preferred. CPA, CPFO, CGFM, SHRM-CP/SHRM-SCP, IPMA-HR, or similar professional certification is preferred. The County's compensation package includes health insurance and retirement benefits, and the hiring rate depends on qualifications. Salary range is $100,814 to $151,221.
