A Fiscal Director or Budget Director manages the budget and finance department of government agencies or cities. They manage the operations of the budget and finance department; including leading analysts and staff. They review and make recommendations on budget requests and options in terms of policy, programs and objectives for the agency or city while ensuring compliance with policies, procedures, regulations and statutes. They are responsible for the accumulation of data to support the development of financial analysis and budgeting, including the preparation of quarterly, monthly and annual financial performance measures.

Job Description
Essential Functions:
- Provides executive leadership and oversight for the County's finance, budget, accounting, payroll, and human resources, ensuring effective stewardship of public resources, regulatory compliance, organizational effectiveness, and strategic support for a complex and evolving local government organization.
- Serves as the County's financial strategist and advisor on fiscal policy, financial planning, risk management, capital financing, and long-term financial sustainability.
- Supervises and manages the daily operations of accounts payable, human resources, and general accounting functions.
- Prepares the annual budget; advises the Board of Supervisors and County Administrator of anticipated expenditures; monitors expenditure/revenue reports throughout the year for accuracy and to stay within budget.
- Develops multi-year financial forecasts and budget strategies to address growth, changing service demands, economic conditions, and capital infrastructure needs.
- Ensures compliance with
GAAP, GASB
pronouncements, GFOA best practices, Virginia local government financial requirements, grant regulations, and applicable federal and state laws.- Oversees preparation of the Annual Comprehensive Financial Report (ACFR) and ensures successful completion of annual external audits.
- Develops and implements financial policies, internal controls, and accounting procedures that promote transparency, accountability, and operational efficiency.
- Provides financial analysis and recommendations regarding capital projects, debt issuance, reserve policies, and other significant financial initiatives.
- Coordinates financial planning and budget development with County departments, Constitutional Officers, Schools, Social Services, and external agencies.
- Reviews, authorizes, and approves accounts payable and related reports; approves the processing of 1099's.
- Coordinates monthly closing process of the general ledger; prepares journal entries; authorizes the closing process.
- Coordinates the year end closing process of the general ledger with all County departments, Social Services, and County Schools; reconciles accounts; prepares journal entries and authorizes the closing of the fiscal year.
- Authorizes and approves financial reports related to state/federal/local grants.
- Attends Board of Supervisors and staff meetings and provides reports as necessary.
- Advises the Board of Supervisors on borrowing initiatives for capital projects and short-term lease projects; provides an annual summary report to the Board of Supervisors and County Administrator on debt.
- Performs a variety of special projects assigned by the County Administrator or the Board of Supervisors.
- Directs and oversees the County's human resources functions, including recruitment, onboarding, classification and compensation administration, benefits administration, employee relations, performance management, policy implementation, and compliance with applicable employment laws and regulations.
- Oversees payroll administration and related processes to ensure accurate and timely compensation, tax reporting, benefit deductions, leave accounting, and compliance with federal and state payroll regulations.
- Develops, recommends, and administers personnel policies, compensation plans, employee benefits programs, and workforce strategies in coordination with the County Administrator.
- Provides guidance and support to department directors and supervisors regarding employee relations, performance management, organizational development, and personnel matters.
- Oversees annual compensation studies, salary reviews, benefit analyses, and workforce planning initiatives to support recruitment and retention objectives.
- Ensures compliance with the Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Virginia employment laws, payroll tax requirements, retirement system reporting requirements, and other applicable personnel regulations.
- Develops and monitors personnel budgets, position control systems, and staffing analyses as part of the County's annual budget process.
