RUIZ is a leading natural gas transmission and distribution Engineering, Inspection, and Survey firm. We support operators that run extensive pipeline networks, compressor stations, meter/regulator stations, gas processing facilities, and fuel gas systems across the East Coast of the US. We are seeking an experienced Senior Engineering Project Manager with deep domain expertise in high-pressure gas transmission and distribution infrastructure. The Senior Engineering Project Manager leads the end-to-end delivery of complex, multi-million-dollar capital projects. These projects involve natural gas transmission pipelines, compressor stations, meter & regulator stations, gas processing/treating facilities, and distribution system upgrades. This is a high-visibility role reporting to the Managing Director.
Responsibilities:
Lead full life-cycle project management for greenfield and brownfield gas infrastructure projects valued at $2M-$150M+. This covers feasibility, conceptual design, FEED, detailed engineering, procurement, construction oversight, commissioning oversight, and close-out. Develop and maintain project execution plans, schedules (Primavera P6 or MS Project), cost estimates (Class 1-5), risk registers, and resource plans. Manage project budgets, cost control, forecasting, and change orders, and serve as primary client contact for scope, schedule, and budget. Manage multidisciplinary teams and third-party EPC contractors. Disciplines include process, mechanical, civil/structural, electrical, I&C, pipeline integrity, and environmental engineering. Ensure strict compliance with federal and state regulations, including
PHMSA 49 CFR
Parts 192 & 195, CPUC/DPU (or applicable state PSC), EPA, and local permitting requirements. Oversee pipeline design and construction in accordance with
ASME B31.8, B31.3, API
standards, and company specifications. This includes line pipe selection, wall thickness calculations, MAOP validation, hydrostatic testing, and ILI/smart pigging programs. Direct compressor station projects, including reciprocating and centrifugal units, gas cooling, filtration, dehydration, and fuel gas systems. Manage meter & regulator station upgrades, city gate stations, district regulators, odorization systems, and large commercial/industrial customer interconnections. Coordinate with client Gas Control, Operations, Integrity Management, Environmental, Land, Right-of-Way, and Public Affairs teams throughout project execution. Drive safety culture through
HAZOP/LOPA, MOC
processes, construction safety oversight, and adherence to company SMS (Safety Management System). Prepare and present project status, gate reviews, and funding requests to senior leadership. Mentor junior project managers and engineers.
Required Qualifications:
Bachelor's degree in Engineering (Mechanical, Civil, Chemical, or related discipline) 10+ years of progressive engineering and/or project management experience in natural gas transmission or distribution 8+ years managing pipeline, station, or facilities capital projects of $10M or greater 5+ years in senior leadership roles managing multiple concurrent projects Hands-on project experience with compressor stations and/or meter & regulator stations Expert knowledge of 49 CFR 192/195, ASME B31.8 and
B31.3, API
standards, and NACE requirements Proficiency in Primavera P6 or MS Project, Class 1-5 estimating, and earned value management PMP certification required Demonstrated ability to manage teams of 20+ personnel across multiple locations Strong written and verbal communication skills, with ability to present to senior leadership and client executives
Preferred Qualifications:
Professional Engineer (PE) license Certified Construction Manager (CCM) or equivalent certification Master's degree in Engineering, Construction Management, or related field Experience with gas processing/treating, dehydration, or LNG facilities Experience with HDD, micro tunneling, and live tie-ins Background with state PSC/PUC regulatory and permitting processes
