Position Profile -
Water Distribution & Sewer Collection Manager Position Title:
Water Distribution & Sewer Collection Manager Department:
Public Works Reports to: Director of Public Works Position Overview The Water Distribution & Sewer Collection Manager is responsible for the day-to-day management, operation, maintenance, and supervision of the City's water distribution system and sanitary sewer collection system. Key responsibilities include supervising assigned personnel, coordinating preventative and corrective maintenance, overseeing utility repairs and construction activities, maintaining regulatory and operational records, and assisting with planning for water and sewer infrastructure improvements. This is a supervisory management position that operates under the general direction of the Director of Public Works, keeping the Director apprised of significant operational issues, emergencies, personnel matters, and infrastructure needs within the water distribution and sewer collection systems. Essential Duties and Responsibilities 1. Managerial and Supervisory
  • Plan, organize, assign, direct, and review the daily work of employees assigned to water distribution and sewer collection operations
  • Review work progress and quality; establish priorities and direct workflow for routine maintenance, repairs, service requests, and emergency response
  • Implement and enforce safety procedures; identify training needs and coordinate employee training related to utility operations, equipment, confined spaces, excavation, traffic control, water sampling, and other applicable work activities 2. Water Distribution & Sewer Collection Operations
  • Oversee the operation, inspection, maintenance, and repair of the City's water distribution system, including water mains, valves, hydrants, service lines, meters, and related appurtenances
  • Oversee the operation, inspection, maintenance, and repair of the City's sanitary sewer collection system, including sewer mains, manholes, lift stations, force mains, and related appurtenances
  • Coordinate water main breaks, sewer backups, service interruptions, leak investigations, line locating, flushing, valve exercising, hydrant maintenance, sewer cleaning, televising, and other routine utility activities
  • Schedule and oversee preventative maintenance programs for water distribution and sewer collection infrastructure and equipment
  • Coordinate utility connections, taps, repairs, replacements, and restoration work performed by City crews or contractors
  • Maintain appropriate inventory of repair materials, parts, tools, and supplies and notify the Director of Public Works of purchasing and replacement needs
  • Respond to utility emergencies and participate in after-hours response and on-call activities as required 3. Compliance and Recordkeeping
  • Ensure water distribution and sewer collection activities are performed in accordance with applicable City policies and state and federal requirements, including requirements of the EPA, IEPA, OSHA, and JULIE
  • Maintain required operational, inspection, maintenance, testing, repair, and compliance records for the water distribution and sewer collection systems
  • Lead regulatory inspections, reporting, sampling coordination, notices, and corrective actions related to water distribution and sewer collection operations 4. Project and Infrastructure Oversight
  • Inspect water distribution and sewer collection infrastructure associated with City projects, subdivisions, developments, and utility extensions as assigned
  • Coordinate and oversee contractors, vendors, and consultants performing work on water distribution and sewer collection infrastructure
  • Monitor project schedules, field conditions, inspections, and completion of assigned water and sewer projects
  • Review plans, specifications, quantities, and field conditions for assigned utility projects and identify concerns for the Director of Public Works
  • Ensure assigned projects and repairs are completed in accordance with applicable regulations, City standards, approved plans, and established procedures
  • Coordinate with other City departments, utility providers, government agencies, contractors, and property owners as necessary to complete utility work
  • Provide regular updates to the Director of Public Works regarding system conditions, project status, maintenance needs, personnel, and significant operational issues 5. Operational Responsibilities
  • Respond to emergencies involving water distribution and sanitary sewer collection infrastructure as needed
  • Assist the Director of Public Works with developing and implementing division policies, procedures, maintenance schedules, and operational standards
  • Evaluate water distribution and sewer collection infrastructure needs and recommend maintenance, repair, rehabilitation, or replacement priorities
  • Maintain records, reports, maps, work orders, and documentation related to water distribution and sewer collection operations
  • Investigate and address citizen and customer concerns involving water distribution and sewer collection services and refer significant matters to the Director of Public Works
  • Attend City Council, committee, staff, safety, project, or other meetings as required
  • Foster positive working relationships with employees, residents, contractors, developers, utility providers, and governmental agencies Preferred Qualifications
  • High school diploma or equivalent required; additional technical education or training in water distribution, wastewater collection, construction, utilities, or a related field preferred
  • Minimum of 5 years of progressively responsible experience in water distribution, sewer collection, municipal utilities, underground construction, or a closely related field, including supervisory or crew-lead experience preferred
  • Valid Illinois Class A CDL with air brake endorsement or ability to obtain within 180 days of hire
  • Illinois EPA Public Water Supply Operator certification appropriate for the City's distribution system, or ability to obtain the required certification within 180 days of hire Physical Requirements
  • Work is performed in both a temperature-controlled office environment and outdoor field settings involving water and sewer infrastructure, excavations, streets, lift stations, construction sites, and utility easements.
  • Ability to sit for periods while completing records, reports, work orders, computer tasks, and meetings.
  • Ability to stand and walk for extended periods during inspections, maintenance activities, construction work, and emergency response.
  • Frequent use of computers, telephones, radios, hand tools, power tools, vehicles, and utility maintenance equipment.
  • Frequent climbing, stooping, bending, twisting, kneeling, crouching, reaching, and working in and around excavations and utility structures.
  • Ability to traverse uneven terrain and work outdoors in varying weather conditions, including heat, cold, rain, snow, and other adverse conditions.
  • Ability to lift, carry, push, or pull items weighing up to 50 pounds and perform physical tasks associated with water distribution and sewer collection maintenance.
  • Ability to respond to emergencies and service interruptions outside normal working hours and participate in on-call response as assigned.
  • Ability to function effectively under stressful conditions, manage multiple priorities, supervise field operations, and make timely decisions during utility emergencies or high-pressure situations.
  • Must reside within 40 miles of the intersection of State Street & Union Avenue as the crow flies within 180 days of hire.

$60,000.00 per year
