Job Description

Secures and administers grant programs within the assigned Department, provides technical and grant application assistance as needed, oversees implementation of grants, monitors grant activity for timeliness and compliance, prepares regular process updates and reporting. Additionally, ensures all aspects of programmatic management including procurement; scheduling of public meetings; accurate record keeping for audit purposes; preparation of work plan for construction projects; and develops and reviews executive summaries, resolutions, party agreements, and budget amendments to ensure all are completed according to schedule. Serves as a lead to other Grant Coordinators and specialists. Essential Functions Manages the Housing and Urban Development (HUD) and State Housing Initiative Partnership Program (SHIP) and local trust fund annual grant cycle including development and refinement of the application tools and process which entails development and application of selection criteria; assures proper advertising, provides extensive technical assistance, reviews and evaluations. Identifies and reprograms unspent/unallocated funds from previous funding years following comprehensive compliant evaluation and selection process; develop substantial amendments to various years HUD Action Plans, entailing development of compliant legal advertisements, and bringing the amendments forth for Board consideration and HUD review. Coordinates, writes and prepares the Consolidated Annual Performance and Evaluation Report (CAPER). Conducts research and provides pay off letter for liens in favor of Collier County; prepares lien releases, satisfaction of mortgages, mortgage modifications, subordination agreements and processes check endorsement requests. Assists in the preparation of the Consolidated Plan, an extensive document detailing the needs of the community and projects intended to provide relief to low-income persons or provide economic development; directs the preparation of the annual Action Plan. Prepares the five-year Housing Assistance and Citizen Participation Plan. Advertises all HUD and SHIP funding as required to maintain grant compliance. Facilitates all public hearings and public meetings as required by the Citizen Participation Plan. Ensure any required interlocal agreement is obtained by the Division and in compliance with grant Analyzes program performance, expenditure data, timeliness, funding utilization, and compliance trends to identify risks, funding needs, and opportunities for program improvement. Monitors changes to federal regulations, HUD notices, NOFOs, grantor guidance, and applicable statutes and evaluates their impact on CHS programs and funding strategies Provides training and technical assistance to CHS staff and subrecipients regarding new regulations, grantor requirements, planning requirements, application processes, and changes to grant administration policies Responsible for establishing and maintaining HUD-funded programs and activities in the Integrated Disbursement and Information System (IDIS), ensuring accurate entry of program, funding, activity, budget, and performance information in accordance with HUD requirements. Coordinates and completes the IDIS closeout process for programs and activities, including reconciliation of financial and performance data, verification that all applicable requirements have been satisfied, resolution of outstanding issues, and submission of required closeout information to HUD. Responsible for managing CHS consulting contracts supporting grant planning, housing and community development websites, grant management software, and related program administration activities. Oversees contract deliverables, performance, budgets, invoices, amendments, renewals, compliance requirements, and vendor performance; coordinates with other County departments. Minimum Qualifications Bachelor's degree required. Three (3) years of related experience. Candidates without a degree should possess four (4) additional years of related experience. Fingerprinting required.
LICENSES/CERTIFICATES
Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in
CMA 5805.
Supplemental information Salary offers above the minimum pay grade may be considered based on qualifications. Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
