• Job Summary Formed in 2015, the Watt Avenue Partnership, also known as the "80 Watt PBID," manages a Property and Business Improvement District (PBID), designed to provide supplemental services within the District's boundaries. The 80 Watt PBID (hereinafter referred to as "District") is a private, non-profit business association responsible for providing and managing supplemental programs to enhance safety, and cleanliness, and strengthen the overall economic and cultural well-being of the community. The District now invites qualified contractors to submit a proposal for Cleanup, Maintenance, Litter Abatement, Graffiti Removal, and optional Street Sweeping Services as described herein. Service Duties While on duty, crew members shall perform all tasks outlined in the General Services and Additional Services detailed scopes below, respond to stakeholder calls for service within two (2) hours of notification, coordinate with law enforcement and County-approved outreach teams as needed, and complete all field, activity, and monthly reporting requirements described below.
Monthly Reporting Requirements:
Monthly reports shall be submitted no later than the 5th business day of the following month and shall include, at minimum: Number of bags of litter collected Estimated total pounds collected Number of graffiti incidents reported and/or addressed Number of shopping carts recovered and method of disposition Number and description of bulk items removed Number and type of needle/hazardous waste removals, including location Number of service requests received and completed Before-and-after photographs for each significant service activity Total dump fees incurred for the month Equipment & Uniforms Contractor shall supply all equipment required to perform the contracted services. All equipment costs are the responsibility of the Contractor and shall be included in the proposed pricing. Equipment shall include but is not limited to: service vehicles, bulk removal trailers, power/pressure washing equipment, graffiti removal supplies, mechanical street sweepers (if street sweeping is contracted), rolling bins and hand pickers, and hazmat-compliant PPE. Contractor shall supply each crew member with appropriate uniforms and outerwear. Uniforms shall be clean and professional at all times and shall include a nametag identifying each worker by name and company. Service vehicles shall be clearly marked. The District will provide approved 80 Watt branding assets (logo files) no later than 30 days prior to contract commencement; Contractor is responsible for all costs related to application of branding to uniforms and vehicles. Training All crew members shall be trained prior to commencement of services, with ongoing in-service training throughout the contract. Training is provided by Contractor at Contractor's expense and shall include, but is not limited to: 1. Philosophy and mission of the PBID maintenance program 2. Company policies; Code of Conduct; chain of command; rules and regulations 3. Personal conduct, attitude, etiquette, and professional appearance 4. Scheduling, assignments, and procedures 5. Equipment use and maintenance 6. Data collection, report writing, and emergency reporting procedures 7. Personal safety procedures and proper use of PPE 8. California standards for removal and disposal of hazardous materials 9. Crime Prevention Through Environmental Design (CPTED) principles 10. Conflict resolution, de-escalation, and interaction with unhoused individuals 11. Community sensitivity and cultural diversity 12. Legal responsibilities General Services - Detailed Scope of WorkLitter Abatement Performed on a routine schedule, four (4) days per week, with a minimum of two (2) crew members per service day, totaling a minimum of 40 labor hours per week. Service days to be agreed upon with the District prior to contract execution. Remove debris and litter from public pedestrian rights-of-way and center medians Collect and corral shopping carts. Contact the retail establishment of origin directly for retrieval. If unretrieved within 48 hours, report to the District for direction on disposition. Remove all bulk items from public areas, including but not limited to furniture, auto parts, and appliances Coordinate with 311, and with the County's Homeless Outreach Team (HOT) and Proactive Outreach Program (POP), to address transients and bulk item removal from public property. Report encampments and coordinate with County-approved response teams — Contractor shall not independently clear or remove encampments absent County or District direction. Observe, photograph, and report all tagging, signage, stickers, or other vandalism on public or private property. Report findings to the District within 24 hours. Upon written or verbal approval from the Executive Director, execute the remediation plan within three (3) business days. Observe and report all landscaping concerns, including trimming, weeds, mowing, and edging on public property. Report to the District within 24 hours. Execute remediation upon written or verbal approval from the Executive Director. Observe and report all general maintenance needs on public property, including power washing needs and safe removal of human or animal excrement or needles. Execute as directed by the Executive Director. Contact law enforcement as necessary to protect citizens or report crimes in progress Complete all field and activity reports, including the monthly report per the requirements defined in the Service Duties section Graffiti Removal Performed on call or during routine services after being properly reported: Photograph all graffiti on public or private property and distribute to property owners and appropriate parties Remove all unauthorized or illegally posted handbills, stickers, and small graffiti (up to 2'x2', removable within 15 minutes or less) from public surfaces during routine service, including but not limited to parking signs, meters, benches, and buildings Graffiti that cannot be safely or fully addressed within the 15-minute threshold shall be documented, photographed, and reported to the District within 24 hours along with a recommended remediation plan. Larger-scale remediation requiring pressure washing or painting shall be authorized in writing by the Executive Director and billed at the Additional Services rate. All graffiti shall be reported to the District within 36 hours of observation Remove all unauthorized signs from electric boxes, wooden power poles, and other public areas Additional Services - Detailed Scope of WorkStreet Sweeping — Optional Service Street sweeping is an optional service and is included in this Contract only if separately contracted by the District at the rate proposed in Attachment 1. If contracted, performed on a routine monthly schedule on a date specified by the
District or Executive Director:
Use mechanical or air-vacuum street sweepers to remove debris, litter, and leaves from all gutters, curbs, median curbs, streetscape curbs, and intersections Laborer shall assist sweeper operator by clearing debris from sidewalks, curbs, islands, medians, and areas inaccessible to the sweeper Sweeping debris shall be disposed of in dumpsters provided by the District California-compliant equipment shall be used; all operators and personnel shall be appropriately badged per instructions of the District Power / Pressure Washing Performed on-call or upon request, after reporting and written District approval: Clean sidewalks, curbs, islands, medians, concrete streetscapes, walls, benches, poles, and other publicly located structures as directed Take special care to protect plantings and painted surfaces from damage Remove all spray-back residue from buildings, facades, and streetscape elements Work shall be performed during non-prime hours, Monday through Friday Weed Abatement / Landscaping Performed on-call and/or routinely as specified by contract: Performed on public landscaped areas including landscaped medians and sidewalk grass throughways Spray, cut, disc, pull, or employ other approved methods of weed abatement and control Cut and haul trees, shrubs, turf, and weeds; edge and weed around sidewalks, planting beds, walls, fences, and related ground areas Rake leaves; maintain and hoe plant beds Plant, water, prune, weed, fertilize, aerate, and perform other tasks to maintain landscaping Apply pesticides or hazardous materials only as necessary and in compliance with all California regulations Hazmat / Encampment Clean-Ups Hazmat and large-scale encampment clean-up services are out of scope for this RFP. Should the need for these services arise, they will be addressed under a separate future agreement and are not to be priced or assumed as part of this Contract.
