Job Description

May be assigned to any of the divisions within the Public Works Department. Work includes operation of light and heavy vehicles, stationary industrial equipment, specialized construction equipment, power equipment, and hand tools. Work may include regularly assigned duties, routes or project work.
General Duties:
Operate dump trucks with attachments, loaders, grader, tractors, skid loaders, backhoes, sidewalk sweepers, refuse and recycling trucks, scooters, vactors and thawing equipment, one-ton tilting box trucks, and four by four pick-ups which are used to maintain city infrastructure and provide city services. Operate a jackhammer tampers, utility tapping or connection equipment, and saws to remove concrete, blacktop curbs, gutters, and sidewalks, and utility lines for repair and maintenance of city infrastructure. Clean storm sewers, catch basins and grates; clean, install, repair, and replace utility covers; clean and repair culverts, install storm sewer lines from utility cover to catch basin. Repair, install, and operate irrigation, sewer, storm sewer, water lines, fountains, hydrants, and necessary utility lines. Provide general maintenance assistance at water and wastewater treatment facilities and lift stations.
Operate equipment including:
skid steer with multiple attachments, front end loader, fork lift, roll-off/transitional trucks, baler, mobile shredder, stationary shredder, semi-tractor & trailer, aerial lift, compost turner & tractor, snow plow for snow removal, and a general knowledge of the material recovery facility related equipment. Operation of rear load waste trucks, automated waste collection trucks, recycling trucks, scooters, split body collection trucks and roll-off/transitional trucks to provide for the collection of refuse and recycling from commercial, institutional and residential customers for assigned routes and on-call services. Performs winter snow and ice removal duties on streets and parking areas. Serves in an on call capacity for plowing of streets, parking areas, and airport runways. Spreads salt and sand. Responds to emergency calls to assist police and fire with winter access to areas in need of snow removal or sanding. Perform required daily asset management data entry. Buildings and Grounds:
Maintain public property and right-of-way (ROW) areas within the City. Operate tractors and mowers to maintain parks, public facilities, and ROW areas. Make preliminary inspection of properties to identify noxious weeds, diseased trees, and sidewalk maintenance conditions. Maintain and repair all park buildings, playgrounds, roofing, parking lots, etc. Plant and maintain trees, shrubs, and flowers. Repair, install, and operate irrigation, water lines, and fountains. Assist in installation and removal of park equipment, signs, and other city amenities such as sculptures and holiday decorations. Operate a chain saw to cut down trees; trim, remove, and haul trees; pick up brush from trimmed trees. Spray weed killer and work with other chemicals as appropriate. Assist with special refuse pickups (including City clean-up weeks). May operate filters, adds chlorine, monitor and test water quality at the municipal pool. Occasionally assists with winter burials and cemetery operations. Assist in flooding ice-skating and hockey rinks at City parks. Assembles fishing and boating docks and landings, moves picnic tables and porta-potties for use and storage. Set up parks for special events and clean up after special events. Perform other duties as assigned.
Streets & Utilities:
Assist with duties related to the construction and repair of city streets, water, and sewer systems and the general city infrastructure. Operate dump trucks with attachments, loaders, grader, tractors, skid loaders, backhoes, sidewalk sweepers, scooters, vactors and thawing equipment, and light pick-ups which are used to maintain city infrastructure and provide city services. Operate jackhammers, tampers, and concrete saws to repair concrete, blacktop curbs, gutters, and sidewalks. May set up forms and pour and surface cement. Maintain storm sewers by removing debris with vactor equipment; may enter storm sewer system as needed for maintenance. Haul aggregate from pit locations for use in road construction or maintenance. Replace or install sewer and water utility lines and valves. Place traffic control devices and warning cones around construction areas to protect workers and the public from temporary hazards. May serve as a traffic control or flag person during construction or repair projects. May locate utilities in advance of construction. May serve as leader of a pothole patching crew. May install traffic control and informational signs per state standards. Perform other duties as assigned.
Solid Waste & Recycling:
Learn assigned collection routes and on-call service duties; lift and dump refuse or recycling receptacles by hand or automated equipment into collection vehicles; collect solid waste & recycling from residential, commercial, institutional and industrial sites and transport it to the Waste Campus. Drive large trucks and small motor vehicles used for refuse & recycling collection. May need to have licensure to operate equipment in the landfill. Assist crews as needed with the safe performance of duties related to the maintenance and operation of the City's MRF and Waste Campus related activities. Operate rolling stock equipment used in the Solid Waste Division's operations including: skid steer with multiple attachments, front end loader, fork lift, roll-off/transitional trucks, mobile shredder, semi-tractor & trailer, vibratory screener, aerial lift, compost turner & tractor, snow plow for snow removal, rear load refuse trucks, automated refuse & recycling trucks, split body trucks, scooters and a general knowledge of the material recovery facility's operations. Operate fixed equipment within the Solid Waste Division including: ECS, magnets, trommel screen, conveyance, compactors, stationary shredders, loading docks, disk screen and baler. Assist in operations and maintenance projects at the Waste Campus; may assist with cleaning and repairs at the Waste Campus; Maintain & repair/fabricate waste receptacle inventory. Assist with special collection and disposal needs associated with storm damaged trees & brush. Perform required daily asset management data entry. (Cartegraph) Perform other duties as assigned.
Experience Required :
Some training in equipment operation and two (2) years of related work experience.
Minimum Education Requirements:
High School diploma or G.E.D. License/Certification(s): Valid Class A commercial driver's license (CDL) with tanker and airbrakes endorsement.
Physical Requirements:
Considerable ability to perform heavy manual labor requiring continuous use of large motor skills, standing for long periods, and frequent bending, stooping, twisting, turning, crouching, stretching, and reaching. Frequent exposure to noise, vehicle exhaust, grease, oil, dust, odors and grime. Frequent exposure to seasonal temperature extremes, inclement weather and associative hazards. Exposure to materials that enter the waste stream, some of which may present hazards if not correctly handled. Work around moving equipment and vehicular traffic requires caution as well as use of safety apparel. Work may include intermittent lifting, pushing or pulling of over 60 pounds. Must be domiciled within a forty (40) minute driving distance of their Primary Work Station (this does not apply to employees assigned to Solid Waste & Recycling). Required to work in permit and non-permit confined spaces in the role of Entrant, Attendant or Supervisor. Work entails high or dangerous work conditions. Knowledge Proper use, operation and maintenance of a broad range of tools and equipment used for various jobs. Safety rules and regulations to be used with hazards when operating tools and equipment. Thorough understanding of City's functions, policies, and procedures. Skills Organizational and time management skills. Good oral and written communications and relational skills. Follow and relay oral and written instructions, policies and procedures. Abilities Work requires interaction with the public to exchange information. Read and follow verbal and written instruction in English. Work effectively with others. Work with the utmost regard for safety and the safety of others. Tolerate interruptions and able to meet deadlines.
