Job Description

GSA Proposal Writer - IT Staffing Position Summary We are seeking an experienced GSA Proposal Writer to support the preparation, submission, and management of proposals for the GSA Multiple Award Schedule (MAS) and other federal contracting opportunities. The successful candidate will be responsible for developing clear, compliant, and competitive proposal documents for an IT staffing and professional services company. The ideal candidate understands federal proposal requirements, GSA labor categories, pricing documentation, compliance matrices, and the proposal lifecycle from solicitation review through submission. Responsibilities Review GSA MAS solicitations, refreshes, modifications, and related federal contract opportunities. Develop compliant technical, management, past performance, and corporate experience responses. Prepare and maintain proposal outlines, compliance matrices, proposal schedules, and submission checklists. Map company positions and services to applicable GSA labor categories. Draft labor-category descriptions, minimum qualifications, experience requirements, and supporting narratives. Coordinate with management, recruiting, finance, operations, and subject-matter experts to gather proposal information. Assist with pricing research, labor-rate documentation, pricing narratives, and supporting financial materials. Prepare responses for GSA eOffer/eMod submissions and other government procurement portals. Ensure proposals follow solicitation instructions, formatting requirements, page limits, and evaluation criteria. Review proposals for accuracy, consistency, completeness, grammar, and regulatory compliance. Track deadlines, clarification requests, amendments, and post-submission communications. Maintain organized proposal files, templates, reference materials, and version-control records. Research federal agencies, contract vehicles, NAICS codes, labor categories, and relevant opportunities. Support responses to Requests for Information, Sources Sought notices, task orders, and agency solicitations. Identify potential compliance risks and recommend corrective actions before submission. Required Qualifications Demonstrated experience writing or managing GSA MAS, federal, or government-contract proposals . Knowledge of GSA Schedule proposal requirements and the federal procurement process. Strong understanding of compliance matrices, solicitation instructions, evaluation criteria, and proposal structure. Excellent technical writing, editing, proofreading, and research skills. Ability to interpret complex government requirements and convert them into clear proposal responses. Strong organizational and project-management skills with the ability to manage multiple deadlines. Experience working with Microsoft Word, Excel, SharePoint, Google Workspace, or proposal-management software. Ability to work independently while coordinating effectively with internal teams. High attention to detail and commitment to confidentiality. Preferred Qualifications Experience with IT staffing, professional services, technology consulting, or labor-category proposals . Familiarity with GSA eOffer/eMod, SAM.gov, GSA Advantage, and federal procurement terminology. Experience preparing pricing support, rate justification, or labor-category mapping. Knowledge of federal contract vehicles, NAICS codes, SINs, and government proposal compliance. APMP, PMP, or related proposal-management certification. Experience responding to task orders, RFQs, RFPs, RFIs, and Sources Sought notices. Bachelor's degree in English, communications, business, public administration, or a related field. Pay:
$65,871.49 - $79,329.11 per year
