The Assistant Director of Adult Education and Literacy assists the Director in the planning, implementation, administration, and evaluation of Adult Education and Literacy (AEL) services throughout the service area. This position provides leadership for instructional services, professional development, staff supervision, compliance monitoring, student performance initiatives, and daily program operations. The Assistant Director serves as the Director's designee as assigned and provides operational leadership in the Director's absence.
GENERAL DUTIES AND RESPONSIBILITIES
Reports directly to and is responsible to the Director of Adult Education. Assists the Director in the planning, implementation, administration, compliance monitoring, and evaluation of all Adult Education and Literacy (AEL) programs and services throughout the service area. Serves as the Director's designee in the Director's absence or as assigned. Assists in the development, implementation, and evaluation of program goals, objectives, policies, procedures, and strategic initiatives. Supports grant implementation and accountability requirements. Maintains accurate records, reports, and documentation related to program operations. Be familiar with rules and regulations governing Adult Education and Literacy programs as directed by the Texas Workforce Commission (TWC). Keeps current on all new and revised regulations, directives, policies, and communications issued by TWC and related agencies. Helps ensure compliance with TWC, Texas Workforce Solutions, federal, state, and Navarro College policies, procedures, and grant requirements. Assists Director in monitoring TEAMS data. Assists with the preparation, review, and submission of reports and documentation required by funding agencies, Navarro College, and other oversight entities. Be certified to administer all testing instruments used by the Adult Education program. Assists with the recruitment, hiring, onboarding, training, supervision, evaluation, and personnel documentation of program staff, including facilitating interviews, new hire orientation, and in-service training. Serves as the Professional Development Coordinator. Assists staff with understanding and implementing federal and state legislation governing Adult Education programs. Attains minimum professional development hours as required by TWC. Maintains active membership in the Texas Association for Literacy and Adult Education (TALAE) for professional growth and program improvement. Attends appropriate local, regional, and state conferences related to Adult Education as requested by Director. Assists the Director in conducting classroom observations and instructional monitoring visits to ensure instructional quality and compliance with TWC requirements. Reviews lesson plans, curriculum implementation, and instructional practices to ensure alignment with College and Career Readiness Standards, program objectives, and state requirements. Assists the Director in providing instructional coaching, mentoring, and support to improve instructional effectiveness and student outcomes. Coordinates the review, selection, distribution, and effective implementation of instructional materials, curriculum resources, manipulatives, and supplies. Assists instructors in securing adequate facilities, equipment, curricula, and supplies. Coordinates substitute instructor assignments and staffing needs, including daily, short-term, and long-term coverage. Teaches classes and administers testing as needed Assists the Director in monitoring program performance indicators, including enrollment, attendance, retention, measurable skill gains, high school equivalency attainment, postsecondary transitions, employment outcomes, and other state performance measures and recommends strategies for continuous improvement. Utilizes program data to support decision-making, instructional improvement, and achievement of performance goals. Supports student recruitment, retention, transition, and success initiatives by assisting students in overcoming barriers to participation and connecting them with appropriate resources and services. Represents the program through outreach activities, community partnerships, advisory committees, and college committees as assigned by the Director while promoting a positive program image throughout the service area. Serves on the Adult Education Advisory Committee. Coordinates special projects, student recognition, and other program events as assigned. Provides excellent customer service in a pleasant, helpful, and effective manner to students, staff, partners, and the public. Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to use data-driven decision-making to improve student retention, measurable skill gains, credential attainment, and other state performance outcomes. Knowledge of Adult Education and Literacy (AEL) programs, Texas Workforce Commission (TWC) regulations, grant requirements, and TEAMS data systems. Knowledge of adult learning principles, instructional methodologies, curriculum development, assessment practices, and College and Career Readiness Standards. Knowledge of staff supervision, professional development, and program evaluation practices. Ability to plan, organize, coordinate, and evaluate program activities and services. Ability to analyze data, monitor performance outcomes, and implement continuous improvement strategies. Ability to provide instructional leadership, coaching, and support to staff. Ability to interpret and apply policies, procedures, regulations, and grant requirements. Ability to supervise staff, foster teamwork, and maintain positive working relationships with students, employees, and community partners. Excellent interpersonal, organizational, written, verbal, and presentation skills. Ability to exercise sound judgment, work independently, manage multiple priorities, and meet deadlines in a fast-paced environment. Demonstrated professionalism, initiative, creativity, and commitment to customer service. Proficiency in Microsoft Office applications, databases, internet-based systems, and other technology required for program operations. Ability to maintain accurate records and reports and handle confidential information with discretion. Ability and willingness to travel throughout the service area and work occasional evenings and weekends as required.
POSITION QUALIFICATIONS
Required Bachelor's degree in education At least three (3) years experience in education. At least three (3) years of teaching experience in an education setting. Preferred Master's degree in education At least five (5) years experience in education. At least five (5) years of teaching experience in an education setting At least one (1) year experience in Adult Education. At least one (1) year experience with TWC (Texas Workforce Commission).
WORKING CONDITIONS
Variances from regular working hours may be necessary to fulfill the responsibilities of the position. Busy working environment with numerous interruptions. Maintain reliable transportation in order to travel over three-county service area.

$50,000. annually (This is a 12 month position to be paid over 12 months)
