Job Description

PURPOSE OF POSITION
The job of Principal, Career and Technical Education was established for the purpose/s of supervision, planning, developing, implementing, assessing, coordinating, supervising program services and the school educational program within the philosophy and policies approved by the DCTS and DCIU Board of Directors.
ESSENTIAL FUNCTIONS
Administers assigned program area (e.g. designs, implements, directs and maintains program services; oversees program policies and procedures development) for the purpose of providing related services. Communicates with various stakeholders (e.g. students, parents, families, staff, school districts and community agencies; chair and participate on committees; assist in the development and coordination of public relations; serve as liaison to member school districts) for the purpose of representing the DCIU and the DCTS. Coordinates program services and provides oversight of program operations (e.g. long and short term planning; preparation and management of program budget including various funding sources and grants) for the purpose of providing effective services to students and clients. Implements program services and provides oversight for the purpose of ensuring compliance with Delaware County Intermediate Unit board policies, administrative guidelines, division goals, PDE, and Federal, State and Local laws. Maintains knowledge of current research and evidenced-based best practices for the purpose of developing, assessing and improving the program as well as maintaining compliance with all applicable policies, procedures, laws and regulations. Oversees facilities and address related needs (e.g. maintenance, repair) for the purpose of maintaining a safe school environment. Oversees program related data collection and preparation (e.g. development and maintenance of data collection methodologies; data verification; Attendance, truancy, report cards) for the purpose of submitting required reports for Federal, State and Local government and fulfilling reporting requirements. Oversees the daily operations of the school (e.g. establishes and maintains procedures for the accountability and safe keeping of buildings, classrooms, equipment and supplies; transportation; supervises the implementation of instructional technology; assists in the process of analyzing, reviewing, and recommending new equipment for instructional programs; oversees the student admission/enrollment and assessment process; determines need, schedules and supervises teacher assistants; directs the Career and Technical Student Organization and oversees the Occupational Advisory Committee, oversees portfolio process. Oversees the selection, assignment, orientation, evaluation, and supervision of program staff(e.g. maintaining staff records to include leaves of absence, leave requests, travel expenses, certification verification; overseeing staff payroll authorizations, terminations and contract implementation) for the purpose of providing program specific human resource management. Prepares building-level budgetary process (e.g. coordinates requests; allocates funds within budgetary fiscal restraints; implements budgetary control functions; adheres to all IU bidding and purchasing policies, regulations and procedures) for the purpose of developing and implementing the annual operating budget. Provides instructional leadership and supervises professional and non-professional staff (e.g. monitors and assess curriculum and instructional techniques of instructors; observe staff and develop formative evaluations; conduct timely faculty meetings; establishes and administers procedures for the preparation, revision and maintenance of lesson plans; assists in the development and facilitation of staff in-service programs; approves and coordinates Act 48 activities within the building; coordinates and directs teacher induction plan) for the purpose of providing leadership, supervision and professional development opportunities for staff. Oversees program resources (e.g. program equipment, materials, inventory) for the purpose of ensuring effective and efficient utilization. Oversees the preparation and completion of special events (e.g. student awards process; Open House; Parent Night) for the purpose of supporting school programs and developing stakeholder support and recognition. Performs other duties as assigned.
KNOWLEDGE & SKILL REQUIREMENTS
SKILLS are required to perform single, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. KNOWLEDGE

Specific knowledge-based competencies required to satisfactorily perform the functions of the job include bookkeeping/accounting practices; codes/laws/rules/regulations/policies; community resources; curriculum and instructional methods English grammar/punctuation/ spelling/vocabulary office practices. ABILITY is required to schedule a significant number of activities, meetings, and/or events; often gather, collate, and/or classify data; and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a variety of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include adaptability/flexibility; meeting schedules/deadlines; communication with persons of diverse; backgrounds/knowledge/skills; confidentiality; dealing with frequent interruptions; decision making; detail oriented; leadership and direction; motivating others; multi-tasking organizing; prioritization; reliability; teamwork; working extended hours; working flexible hours.
Education Required:
Bachelor's Degree in job related area
Certification Required:
Supervisor of Vocational Education or Vocational Administrative Director; will also accept Principal certification.
Experience Required:
Job related experience with increasing levels of responsibility is required.
Pay:
$131,077.00 - $157,249.00 per year
