Job Description

The Director of Residential Services oversees the strategic operations of OPWDD Intermediate Care Facilities and IRA programs at Empower. The Director serves as a member of the senior leadership team.
Job Duties:
Oversees residential sites daily operation activities to ensure Person-Centered Care, environmental safety, and management of staff in accordance with budgetary requirements. Provides direction and training to the Residence Managers, Assistant Residential Manager and Direct support staff in areas related to the daily operation of all residences. Supervises residential management, delivering consistent coaching and mentoring to improve job efficiency. Set performance standards and provide modeling, support, and training needed for staff to achieve standards. Liaison with Agency's training department to ensure all training needs are addressed. Serve as a leader during OPWDD surveys, CMS reviews, OFPC reviews and other audits. Collaborates with the PC/Care Manager and Director of clinical in the development of CFA's ,IPPs and Life Plans. Reviews, monitors, and certify the SAP, IPOPs, staff support billing forms and monthly notes for accuracy and compliance to applicable standards, and regulations for IRA programs in absence of program coordinators. Ensures compliance with federal, state, and local regulations, as well as agency policy and procedures. Participates as a member of the Quality Improvement Reviews that are conducted by the Quality management Department. Reviews results/recommendations and ensures that appropriate corrective action(s) are taken. Ensures management personnel implements recommendations made by the incident review committee within set time frames. Promote person-centered practices, dignity of risk, community integration, and self-determination. Work in collaboration with Residential Management to ensure staff scheduling, deployment and payroll is completed for each shift within budgetary guidelines. Responsible for interviewing, hiring, supervising, evaluating, and providing guidance to management personnel. Collaborate with all departments in the development, submission and implementation of plan of corrective actions for all surveys deficiencies. Participates in the development and oversight of the budget for each residence. Provides oversight of agency funds spending and person's personnel allowance funds by conducting financial review in accordance with agency policy and procedures. Participate in incident review processes and ensure clinical follow-up on reportable incidents. Collaborate with the IDT Team to screen candidates for adequate residential placement to ensure vacancies are filled promptly. Monitors all systems for effective and efficient use of operational systems. Control and monitor the distribution of all needed supplies to residential sites to ensure Infection Control precautions. Ensure all residential sites are clean, safe, and well maintained. Performs all other duties as assigned by the Senior Director of residential services. Ability to be on call for emergencies.
SUPERVISORY RESPONSIBILITIES
Directly supervise the Residential Managers, Assistant Residential Managers, Administrative Assistant, including hiring, assimilation, evaluation and separation.
Qualifications:
Knowledge of applicable Home and Community Based Waiver Services, IRA and ICF regulations. Minimum of 3 years supervisory experience in a residential setting for people with intellectual and developmental disabilities Bachelor's degree in health and human services preferred. Must be on call, provide weekend administrative coverage as scheduled, and work flexible hours as needed. Working knowledge of Microsoft Office Applications. Working knowledge of Electronic Health records system (HER) Performs all job responsibilities in full compliance with all applicable laws, rules, regulations, policies and procedures. Adheres to the agency's Corporate Compliance program, including the Code of Business Conduct, the NYS and federal false claims act, whistleblower protections and mandatory reporting. Completes corporate compliance training annually. Fully cooperates in all corporate compliance investigations and reviews. Ability to travel outside the office to various sites within and outside the region to attend meetings or conduct other business of the agency. Ability to travel outside the office to various sites on a regular basis; Must have and maintain driver's license.
