Library Development Director

Job Description

The Library Development Director for the Office of Commonwealth Libraries offers an inspiring chance to guide statewide programs that help libraries grow and serve their communities. This role provides the opportunity to lead major initiatives, collaborate with partners, and shape services that reach people across Pennsylvania. This position provides statewide leadership that helps improve library services and supports the mission of the Office of Commonwealth Libraries. It guides planning, operations, partnerships, and grant programs that strengthen library access for people across Pennsylvania. As a Library Development Director, you will perform the following duties:
Program Leadership:
Direct statewide library development programs, service models, and advisory support
Operational Direction:
Oversee bureau operations, staff supervision, workflow planning, and resource management
Grant Administration:
Manage federal and state aid programs, review applications, track reporting, and support compliance
Stakeholder Collaboration:
Build partnerships with libraries, agencies, educational institutions, and community organizations
Strategic Implementation:
Support statewide priorities, identify needs, provide recommendations, and represent the agency in meetings Interested in learning more? Additional details regarding this position can be found in the position description.
Work Schedule and Additional Information:
Full-time employment Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
Telework:
You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. QUALIFICATIONS
Minimum Experience and Training Requirements:
One year of experience as a Library Development Manager (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Seven years of professional library experience that includes two years of supervisory experience; or Six years of professional library experience that includes two years of supervisory experience, and a master's degree in library science or library and information science from a school accredited by the American Library Association.
Additional Requirements:
You must have professional experience in Pennsylvania public libraries or statewide public library development. You must have experience administering state or federal library grants, including compliance and reporting. You must have knowledge of Pennsylvania public library statutes, regulations, and governance structures. You must have experience supervising managerial staff. You must have experience leading strategic data-driven planning, initiatives, or major service improvements. You must have experience working with library boards, municipal officials, and partner organizations. You must be able to perform essential job functions. How to
