Position Information Position Title Manager, Arts and Media Operations Department Arts, Media and Business Administration (Dept) Primary Location San Marcos Campus Location Details Palomar has multiple campus locations (San Marcos, Escondido, Rancho Bernardo and Fallbrook); training may occur at any of these locations and the work location is subject to change depending on future department needs. Requires travel to other District locations. Full or Part Time Full-Time Category Administrative Hours per week Exempt Position Number of Months 12 month Work Schedule Exempt Position Occasional night and weekend hours may be required due to department needs. Grade 56 Salary/Wage $ 8,550.90 [step 1] - $10,415.66 [step 5]. Step placement may be negotiable within this range dependent upon education and experience. Administrators who possess earned doctorates from accredited institutions are awarded an annual stipend of $1,842.81. If you are a current employee who applies via the external recruitment process and is selected for a promotion, step placement on the new grade will be in accordance with the applicable District agreement/handbook. Primary Function Manages, plans, coordinates, and administers day-to-day operational activities for arts and media programs; assist in and performs operations functions including planning, budget, oversight of contracts, coordinating with human resources, procurement and customer service; ensures employee health and safety laws, regulations, policies and safe work practices are maintained and enforced in division laboratories and studios; assists the Dean in planning and oversight of all division events, performances, concerts, publications, media outlets, exhibitions and public-facing activities; coordinates division functions and activities with other division staff, faculty and administration groups. Minimum Qualifications To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:
Experience:
Five years of experience in arts, performing arts, broadcasting, production management, media, or a related field, including two years of supervisory experience.
Note:
For work experience, a "year" is defined as equivalent to 40 hours per week for 12 months. If the position requires supervisory experience, the experience must be at a professional level (i.e. evaluation and/or discipline of staff).
AND Education:
Equivalent to a bachelor's degree in a related field. Transcripts must be included to receive credit for education and/or to substitute education in lieu of experience (i.e. Bachelor's degree = 4 years of experience). Preferred Qualifications Demonstrated experience managing media production operations , such as college or community television, radio stations, photography studios, and/or digital broadcast arts programs, including oversight of facilities, equipment, production schedules, and operational workflows. Demonstrated technical and operational knowledge of media production environments, including broadcast and streaming technologies, audio and video production, photography, digital content creation, and emerging media platforms used for instructional and public facing purposes. Demonstrated ability to support student centered media operations , through collaboration with faculty and instructional staff to ensure media facilities, equipment, and production opportunities enhance hands-on learning, workforce preparation, and real-world production experience. Licenses and/or Certificates Possession of an appropriate, valid California Driver's License by time of appointment.

Duties and Responsibilities Essential Functions:
Essential responsibilities and duties may include, but are not limited to, the following: 1. Performs full supervisory activities in accordance with relevant District policies, procedures, and applicable employee contracts/handbooks, which includes selecting and training new employees; planning, assigning, scheduling, and evaluating completed work; approving overtime/compensatory time; preparing and signing employee performance evaluations; recommending reclassifications; responding to grievances and taking appropriate disciplinary action; and performing related supervisory activities. 2. Plans, manages, coordinates, and evaluates business and support functions and activities of Arts and Media programs and other assigned division functions, including planning, budget, coordinating with human resources, procurement, contract administration, work planning and management, reporting, customer service and related matters; evaluates and reports on division operations and assesses improvement opportunities and program needs; schedules, supervises and monitors the work of all laboratory/studio instructional support staff; manages the use, improvement, maintenance and repair of division event and work spaces with the Facilities department; assists the Dean in oversight of all media outlets housed in assigned program areas. 3. Participates in and oversees development and implementation of goals, objectives, policies and priorities for division programs, projects, services and activities; recommends and administers department, division and District policies and procedures; monitors and evaluates the efficiency and effectiveness of division work and procedures; recommends appropriate service and staffing levels. 4. Serves as a resource to faculty, staff and administration groups on operational matters related to assigned functions, including identifying and resolving problems associated with procurement, contracts, event planning and scheduling and safety management. 5. Assists the Dean in developing and administering multiple budgets; works with the Dean and other division managers throughout the budget development process in forecasting funding needs for staffing, equipment, materials and supplies; analyzes department expenditure estimates, requests and proposals, identifies issues and concerns and advises on appropriate actions; leads and participates in regular review of expenditure trends vs. budget; follows up with the Dean and others regarding budget variances and works to resolve any areas of budget vs. expenditure concern; prepares and processes budget transfers and other budget adjustments subject to Dean approval; reviews, approves, monitors and processes procurement requests; participates in development, processes and monitors contracts and approves expenditures. 6. Serves as a division liaison with Human Resources regarding recruitment, selection, and on-boarding of division staff; trains division employees; responds to requests and provides information to managers, supervisors and employees on payroll, travel and a variety of other human resource policies and procedures; may represent the Dean in meetings regarding employee matters. 7. Oversees the operational aspects of the division's calendar of performances, exhibits, events and exhibitions, including contracting for guest artists, performers, musicians and technical event staff, as well as recruitment for temporary workers and volunteers; monitors and reports on event expenditures and income generating accounts; oversees coordination of the division events calendar with faculty, staff and other college divisions; collaborates with other college departments and community partners to develop and implement arts and media events; personally plans and organizes a variety of meetings, workshops, conferences and special events. 8. Represents the division and participates in outreach activities for arts and media programs; works with community, business, industry and other educational institutions to promote assigned areas; contributes to development and implementation of coordinated outreach, marketing and public relations plans and processes for assigned programs and services; collaborates with staff in developing on- and off-campus opportunities; participates in relevant student and community groups to foster a positive climate of innovation in division programs and services. 9. Manages and oversees the preparation and maintenance of records, files, logs and reports related to division operations, personnel, inventory, work requests, work performed and accident and safety issues. 10. Manages and oversees division compliance with the District's Injury and Illness Prevention Program by providing training, motivation, incentives and discipline to assigned staff; ensures the maintenance of safe and secure environments in workspaces, laboratories and studios through enforcing safe work practices, reporting and investigating accidents, maintaining necessary documentation and requiring employees to receive mandated training including training on the safe operations of dangerous equipment and tools. 11. Monitors and ensures compliance with all College policies and federal and state legal and regulatory requirements applicable to the use, storage and disposal of hazardous chemicals, finishing products and other hazardous substances, including compliance with Air Quality Management requirements for Volatile Organic Compounds (VOCs); oversees and/or prepares required documentation and reporting to the College Environmental Health and Safety department and outside agencies as required. 12. Keeps abreast of new trends, innovations and technologies in the areas of assignment.

Skill in:

Planning, organizing, managing and coordinating business and instructional support operations for Arts and Media programs including planning, budgeting for operations and events, human resources coordination, procurement, contracting and customer service. 2. Developing and implementing goals, objectives, policies, procedures, work standards and management controls. 4. Collecting, compiling, analyzing and making sound recommendations on budget and expenditure data, programs and processes. 5. Coordinating and maintaining the division's production, performance and events calendar, including collaborating with others to develop and manage a comprehensive production and/or arts season calendar and the use of on- and off-campus locations to meet calendar requirements. 6. Reading, understanding, interpreting, explaining and applying applicable federal, state and local codes, rules, regulations, policies and procedures including those applicable to performance venues. 8. Supervising, training, and overseeing the work of instructional support and other staff. 11. Working Conditions Environmental Conditions:
The incumbent typically works primarily in an indoor environment with exposure to computer screens and in arts/ performance settings and instructional laboratories and studios; interacts with students, faculty, staff, administrators, and the public and occasionally encounters dissatisfied or abusive individuals. The noise level is usually quiet to moderate.
Physical Conditions:
Essential and marginal functions may require physical fitness requirements necessary to perform the job functions with or without accommodation, such as the ability to sit for long periods of time; walk and stand; use hands to repetitively finger, handle and feel computers, peripherals and standard business equipment; possess visual acuity for creating computer generated work and to read printed materials; hear and understand voices in person and by telephone; reach with hands and arms; move or lift up to 25 pounds. The employee must be able to drive between District and external locations. Terms of Employment This is a full-time, 12 months per year classified administrator position The person selected for hire will be required to complete the following pre-employment requirements: live scan/fingerprinting, official transcript(s), and TB risk assessment.
