Your impact The Senior Material Expert will provide technical leadership for construction materials engineering, testing, quality assurance, and contractor compliance. This role will support the ACP and project stakeholders by ensuring that materials, testing procedures, construction practices, and quality documentation comply with contract requirements, applicable standards, approved designs, and recognized industry practices. The successful candidate will have extensive experience with concrete, aggregates, soils, rock, grout, and other materials used in dam and heavy civil construction. This position will be based in Panama and will require regular coordination with the client, contractor, laboratories, designers, quality teams, and other project participants. Here's what you'll be doing Provide senior technical oversight for materials engineering, testing, inspection, and quality assurance activities associated with dam and heavy civil construction. Review and evaluate the contractor's materials management, testing, quality control, and quality assurance plans. Assist with developing and reviewing Employer Requirements related to construction materials, testing, quality control, and quality assurance. Verify that materials and construction processes comply with contract requirements, approved specifications, applicable codes, standards, and regulatory requirements. Review material submittals, mix designs, testing procedures, laboratory qualifications, technical reports, and quality documentation. Provide technical guidance on concrete, aggregates, cementitious materials, admixtures, soils, rock, grout, shotcrete, asphalt, geosynthetics, and other project materials, as applicable. Evaluate concrete mix designs, trial batches, laboratory results, field test results, and material performance data. Oversee or support testing and inspection programs for concrete placement, earthwork, compaction, grouting, rock excavation, foundation preparation, and other major construction activities. Assess the suitability, source, production, handling, storage, transportation, and placement of construction materials. Coordinate with independent testing laboratories and evaluate laboratory procedures, equipment, personnel qualifications, calibration records, and test results. Conduct and document site inspections, material audits, laboratory audits, and quality assessments. Review nonconformance reports, material deficiencies, corrective action plans, and proposed resolutions. Provide technical recommendations regarding rejected or deficient materials and monitor corrective actions through completion. Track and analyze material quality data, testing trends, production results, and performance metrics. Participate in construction, progress, technical, coordination, and quality meetings to address material-related issues and support timely resolution. Support investigations of material failures, unexpected field conditions, quality concerns, and construction defects. Prepare technical memoranda, inspection reports, audit reports, quality observations, and other project documentation. Coordinate with the

Contractor, laboratories, designers, other contractors, and project participants to integrate materials engineering into project planning and execution. Provide technical input during design reviews, constructability reviews, value engineering exercises, method statement reviews, and construction planning. Support the development and implementation of materials quality management systems aligned with recognized standards and project requirements. Provide mentoring and technical guidance to materials engineers, inspectors, laboratory personnel, and contractor quality teams. Promote a strong culture of quality, technical excellence, accountability, and continuous improvement across the project. Here's what you'll need Bachelor's degree in Materials Engineering, Civil Engineering, Construction Engineering, Geotechnical Engineering, or a related discipline. Typically, 15 or more years of progressive experience in construction materials engineering, materials testing, quality assurance, or quality control. Demonstrated experience supporting at least one major dam, hydroelectric, tunnel, heavy civil, or infrastructure project with a construction value of $100 million or greater. Extensive experience with construction materials used in dams and heavy civil infrastructure, including concrete, aggregates, soils, rock, grout, shotcrete, cementitious materials, admixtures, and related materials. Proven experience reviewing and implementing materials management plans, inspection and test plans, quality control plans, and quality assurance programs. Experience evaluating concrete mix designs, trial batches, laboratory testing, field testing, and concrete placement operations. Experience with earthwork, compaction, foundation preparation, grouting, rock excavation, shotcrete, and other construction activities associated with dam or heavy civil projects. Strong knowledge of applicable materials standards and testing methods, such as ASTM, AASHTO, ACI, BS, EN, ISO, or other recognized international standards. Experience auditing and evaluating construction materials laboratories, testing personnel, laboratory equipment, calibration records, and testing procedures. Demonstrated ability to review technical submittals, laboratory reports, test data, nonconformance reports, corrective action plans, and quality records. Experience identifying material-related risks and developing practical recommendations to address quality, performance, schedule, and constructability concerns. Strong analytical, technical writing, communication, and problem-solving skills. Ability to work effectively with clients, contractors, laboratories, designers, inspectors, and multidisciplinary project teams. Ability and willingness to work in Panama and travel to remote project and construction locations as required. Authorization to work in Panama or the ability to obtain the required work authorization. Ideally, you'll also have Professional Engineer license or equivalent professional registration. Certification from the American Concrete Institute, such as ACI Concrete Construction Special Inspector, ACI Concrete Field Testing Technician, or an equivalent credential. Certification as a Certified Materials Engineer, Certified Construction Materials Technician, or equivalent. Experience with large concrete dams, roller-compacted concrete, mass concrete, spillways, tunnels, hydropower facilities, or major water infrastructure. Experience with cement chemistry, concrete durability, thermal control, shrinkage, alkali-silica reaction, sulfate resistance, permeability, and long-term material performance. Experience with computerized quality management, laboratory information management, incident or nonconformance tracking, and data analytics systems. Experience working on international infrastructure projects or in multicultural project environments. Fluency in English; Spanish-language proficiency is preferred. Experience developing project specifications, technical standards, testing protocols, and Employer Requirements.
