Job Description

Solve complex problems. Deliver infrastructure that works. You see the drainage pattern behind the complaint, the constructability issue in the plans, and the tradeoffs behind a project budget. Bring that engineering judgment to Powell, where your work will help shape the streets, stormwater systems, utilities, and public spaces people rely on every day. As Assistant City Engineer, you will work directly with the City Engineer to move capital projects from planning through construction and closeout, review private development proposals, and resolve challenges in the field. You will have a broad technical role, working with City staff, consultants, and contractors to turn sound analysis into practical, lasting improvements. What You Will Do Manage capital projects through scoping, design, permitting, bidding, construction, inspection, and closeout, with responsibility for schedules, budgets, estimates, and documentation. Review engineering plans, drainage and traffic studies, specifications, and calculations; evaluate compliance with City standards and applicable requirements. Investigate infrastructure and construction issues, weigh alternatives, and recommend solutions that account for cost, constructability, maintenance, and long-term performance. Coordinate consultants, contractors, utilities, and partner agencies; review deliverables, payment applications, and change orders. Help develop the five-year Capital Improvement Program, strengthen engineering standards, and support infrastructure planning and funding efforts. Explain technical recommendations to City leaders, residents, and project partners; provide technical guidance to staff and act for the City Engineer as assigned. What You Bring A bachelor's degree in civil engineering or a closely related engineering field and ten or more years of progressively responsible professional civil engineering experience, including public infrastructure or municipal capital improvement project management. Municipal engineering experience is preferred. Registration as a Professional Engineer in Ohio, a valid Ohio driver's license, and vehicle insurance. Experience coordinating or providing technical direction to staff, consultants, contractors, or multidisciplinary teams, with strong skills in plan review, project delivery, and construction administration. Sound engineering judgment, attention to detail, and the ability to make complex technical information clear to people with different backgrounds. Benefits That Support You Day-one medical, dental, vision, and prescription coverage; City contributions toward your HSA; 13 paid holidays, vacation, and sick leave; prior service credit toward vacation accrual; retention incentive pay after four years of continuous service; City-paid life and accidental death insurance; and participation in OPERS.
