Job Description

The Tuscarawas County Board of Developmental Disabilities (TuscBDD) arose from a grassroots effort by parents and concerned citizens in 1955 to provide educational services to 12 children with developmental disabilities through the creation of Starlight School. Over time, Starlight School has evolved into TuscBDD, which is a publicly funded county governmental entity offering an array of programs for over 500 eligible individuals. We officially became Tuscarawas County Board of Developmental Disabilities in October 2009. We are here to ensure that these residents have available to them the programs, services and supports necessary to help them enjoy a fuller, richer life. Regardless of our size, name, and funding sources, our product has remained the same ~ quality services to eligible individuals for all life stages: Early Intervention (Children) Preschool (Children) School Age (Children) Vocational Habilitation (Adult) Day Habilitation (Adult) Supported Employment (Adult) Activities (Adult) Transportation Service & Support Administration (SSA) Family Support Residential Under the direct supervision of the Business Operations Director, the Fiscal Specialist performs the day-to-day fiscal and business operations of the Tuscarawas County Board of Developmental Disabilities (TuscBDD) and other entities for which the Board provides fiscal services, as assigned. The position serves as the primary staff member responsible for processing payroll, accounts payable, and accounts receivable and supports the Business Operations Director with accounting, budgeting, financial reporting, Medicaid billing, cost reporting, grants, purchasing, audits, benefits and insurance administration, and other business operations responsibilities. The Fiscal Specialist ensures fiscal transactions and records are processed, documented, reconciled, and maintained accurately and timely within the financial systems, account structures, procedures, and internal controls established by the Business Operations Director. This role regularly works onsite at the TuscBDD Service and Support Center, but may work a limited remote schedule as approved. Essential Functions and Responsibilities Serve as the primary processor for agency payroll, including preparation, entry, verification, reconciliation, and timely submission of payroll information; process earnings, deductions, leave, benefits, retirement contributions, taxes, garnishments, adjustments, and related payroll records in accordance with established requirements Prepare payroll reports and coordinate required payroll reporting and reconciliations with the County Auditor, OPERS, STRS, benefit providers, insurers, and other applicable entities Serve as the primary processor for accounts payable and accounts receivable, including invoices, payment requests, account and fund coding, pay-ins, reimbursements, billings, collections, supporting documentation, and resolution of discrepancies Maintain accurate transaction data within the agency's electronic accounting and payroll systems and perform routine payroll, account, bank, receivable, payable, and other fiscal reconciliations in accordance with established account structures, workflows, and internal controls Support Medicaid billing and reimbursement activities, including Targeted Case Management or other billing files, Medicaid match reconciliation, waiver-related fiscal information, documentation, reporting, and other assigned Medicaid administrative activities Participate in Medicaid Administrative Claiming (MAC) and Random Moment Time Study (RMTS) activities when assigned and when current duties meet applicable program requirements, including required training, documentation, certifications, and timely completion of assigned random moments Assist with development and monitoring of agency budgets, financial forecasts, financial reports, budget-to-actual analyses, levy and capital planning information, and other fiscal reports as assigned Assist with annual county board cost reporting and federal, state, county, DODD, Medicaid, grant, and other audits or reviews by gathering, reconciling, validating, and maintaining required fiscal and supporting documentation Support grant administration, purchasing, vendor maintenance, provider and supported-living payments, room and board charges, non-waiver services, rental assistance, contracts, fixed assets, inventory, depreciation, receivables, prepaid assets, and other assigned fiscal processes Support employee benefit and insurance administration, including payroll-related enrollment and deductions, invoices, reconciliations, eligibility information, and related records; provide data supporting compensation schedules, market reviews, benefit cost analyses, and compensation planning Assist with calendar- and fiscal-year setup and closing processes and maintain complete, accurate, organized, and auditable fiscal and payroll records Respond to routine employee questions regarding payroll, deductions, reimbursements, and benefits; refer policy, compensation, eligibility, or management-level determinations to the Business Operations Director Communicate professionally with employees, vendors, providers, County Auditor and Treasurer staff, financial institutions, insurers, benefit administrators, DODD, and other partners necessary to complete assigned responsibilities Support effective internal controls, documentation, workflow, backup coverage, and continuity of Business Operations; identify discrepancies or opportunities for improvement and communicate them to the Business Operations Director Maintain regular and predictable attendance and sufficient availability to meet payroll, payment, billing, reporting, month-end, year-end, audit, and other time-sensitive fiscal deadlines Participate in meetings, training, committees, special projects, and professional development as assigned; demonstrate professionalism, confidentiality, accountability, and sound stewardship of public resources Follow Board policies and procedures and all applicable laws, rules, regulations, accounting standards, and program requirements Perform other duties and responsibilities assigned by the Business Operations Director that are consistent with the role of Fiscal Specialist Working Conditions and Physical/Functional Requirements Work is primarily performed in office and approved remote settings, with regular travel to county offices and occasional travel to meetings, training, or other locations as required The position requires sustained attention to detail, numerical accuracy, organization, task sequencing, use of electronic systems, confidentiality, and the ability to manage multiple recurring and time-sensitive deadlines The position requires regular computer use, written and verbal communication, and review and maintenance of detailed financial and payroll records Working conditions may include exposure to bloodborne pathogens, communicable diseases, potentially infectious materials, and/or aggressive or maladaptive behavior Qualifications Associate degree in Accounting, Finance, Business Administration, Public Administration, or a related field required; bachelor's degree preferred; relevant governmental or public-sector fiscal experience may be considered in combination with education Experience performing payroll, accounts payable, accounts receivable, bookkeeping, accounting, or related fiscal functions required; public-sector experience preferred Working knowledge of payroll, accounting, purchasing, reconciliations, financial recordkeeping, and related electronic systems Current, valid driver's license and ability to maintain insurability with the agency's automobile insurance carrier Successful completion of required background checks and drug screening in accordance with applicable law and Board policy Ability to work a flexible schedule as necessary to meet payroll, fiscal closing, audit, reporting, Board, and other operational deadlines Knowledge, Skills, and Abilities Knowledge of accounting and bookkeeping principles, payroll processing, accounts payable and receivable, purchasing, reconciliations, internal controls, and financial recordkeeping Ability to accurately process, review, reconcile, and maintain detailed fiscal and payroll information; identify discrepancies; manage recurring deadlines; and complete work accurately with limited supervision Ability to maintain strict confidentiality regarding payroll, compensation, benefits, banking, tax, individual, provider, and other protected or sensitive information Ability to interpret and follow Board policies, fiscal procedures, collective bargaining provisions, contracts, and applicable federal, state, county, DODD, and Medicaid requirements Ability to communicate effectively with employees, vendors, providers, county offices, governmental agencies, and other stakeholders Knowledge of Medicaid billing and Medicaid Administrative Claiming (MAC)/Random Moment Time Study (RMTS), or ability to obtain such knowledge through training At the Tuscarawas County Board of Developmental Disabilities, we strive to create an environment that brings the power of diversity to life.
