GENERAL PURPOSE:
Performs technical, complex clerical work in auditing County finances and other office work conducted as State Laws dictate. Assists County Auditor in providing offices and the governing body with monthly financial statements.
SUPERVISION RECEIVED
Works under general supervision of the County Auditor.
SUPERVISION EXERCISED
May assist the County Auditor in training and supervision of other Auditor's Office employees as assigned.
EXAMPLE OF DUTIES
General Accounting:
Understands government accounting and financial reporting. Post, balance, make journal entries and reconcile all accounts monthly. Assist departments in their accounting functions. All accounts reconciled and balanced monthly. Must be familiar with all accounting functions and data entry functions (AR, Cash Receipting, Payroll) for the Auditor's Office. Work with payroll, accounts receivable, cash receipting, and collections.
Accounts Receivable:
Establish Accounts Receivable policies and procedures. Follow up with departments to ensure all issues are resolved in a timely manner.
Communication:
Communicate account information to department heads, elected officials, and other employees. Resolve problems with accounting postings, cash receipting, and other accounting areas with appropriate personnel. Review and communicate policy and procedural changes effectively. Maintains budget records for all County departments and prepares complex monthly financial reports; checks departments for budget compliance; audits accounts in all County departments plus outside departments, i.e. Service Districts; prepares monthly statements and reports for departments, etc.
Asset Management:
Assist in establishing policy and guidelines for the management of all county assets. Ensure that all assets are accurately posted and capitalized.
Internal Controls:
Establish, implement, and review internal controls for purchasing, departments, and employees.
RDAs:
Assist County RDAs with reporting requirements.
Grants:
Establish and maintain a grant tracking protocol and procedures for all departments and help in application for grants and reporting requirements. Maintain and establish a formal Internal Financial Audit function in the county - including establishment and assistance to the Internal Audit Committee and conducting various department financial audits. Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience Bachelor's Degree in Accounting or closely related field. AND Three (3) to seven(7) years of experience related to the above duties. OR Any equivalent combination of education and experience.
Necessary Knowledge, Skills, and Abilities:
A thorough and extensive knowledge of modern accounting practices and procedures. Skills in typing 40 WPM; skill in operating a calculator; skill in operating personal computer(s) and printers. Skills in creating Excel Spreadsheets including formulas and pivot tables. Ability to establish and maintain effective working relationships with employees, other agencies and the public; ability to follow written and verbal instructions; ability to communicate effectively, verbally and in writing.
PREFERRED QUALIFICATIONS
CPA, CFE or CIA designation preferred.

Must be bondable. Must be able to successfully pass a pre-employment drug screen and background check.
