Finance Clerk I

Job Description

The City of Garden City is currently accepting applications for a Finance Clerk I position in the Service and Finance Department. This position is responsible for typing notices data entry in accounting, and correspondence for the department. Customer service activities including revenue collections and utility account assistance, procedures and information. Assists with Record Management system and retention schedules. Types miscellaneous office correspondence. Assists citizens including utility service collections, procedures and information. Answers incoming calls for the department and transfers calls accordingly and in a pleasant manner. Receipts in miscellaneous revenue, including Retiree Insurance payments. Reviews and posts monthly Visa statements. Reviews and prepares all invoices billed through Accounts Receivable on behalf of City Departments. Reviews and sends customer statements for revenue collection on delinquent accounts. Sends monthly accounting reports to appropriate departments. Prepares and updates delinquent accounts sent to collection agency and City Attorney. Prepares and sends outstanding property violation abatements to County offices for collection. Assists the Financial Analyst in maintaining and balancing Employee Computer Purchase Program and Employee Wellness Purchase Program loans. Assists with Accounts Payable in the absence of the Financial Analyst. Assists with record retention schedules. Reviews and posts encumbrance amounts of City Department worksheets and maintains file on outstanding encumbrances. Verifies and posts daily revenues of the City and balance to the daily bank deposit. Completes purchase orders as directed by the Finance Director. Prepares certification of special assessments for finance director and maintains changes of ownership throughout the year. Updates special assessments for new issues and prepares yearly report showing total special assessments outstanding at year - end. Reconciles Cash Receipts Audit Listing on a monthly basis. Assists Finance Director in preparing various documents as required. Tracks and maintains employee discount passes & prepares related deposits. Delivers, collects, sorts and distributes outgoing and incoming mail daily; and other deliveries as needed.
Skills, Knowledge and Abilities :
Basic knowledge of accounting principles and/or cash transactions required. Knowledge of modern office practices, procedures, and computer technology. Skill in using electronic office equipment and software (Microsoft Office, Billmaster, Microix, and/or Sage MIP Fund Accounting) with precision. Ability to understand verbal and written instructions. Ability to communicate with City employees, officials, the general public and/or vendors in a pleasant and professional manner. Ability to plan, organize and complete timely, a variety of work activities accurately.
Education, Certification and Experience :
High school diploma or GED. Completion of a two-year college or business school with certificate in business of public administration/secretary or related field; 3 years of experience as an Administrative Assistant for a medium size employer. A Bachelor degree may be substituted for two years of experience. Computer literate. Valid Kansas driver's license. Position will remain open until filled.
