Job Description

GENERAL FUNCTION
Under the direction of the Administrator-Treasurer, the Utility Clerk ensures accurate billing of water and sewer accounts, processes payments, maintains utility meter records, provides customer service to residents/customers, manages utility programs, gathers data and prepares reports. The position includes clerical, finance, and administrative work in assisting the Administrator-Treasurer and Director of Public Works.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This list of duties and responsibilities is not all inclusive and may be expanded to include other duties and responsibilities as management may deem necessary from time to time. Utilities 1. Prepare and process utility billings, payments, disconnects, final water bills, and deferred payments in accordance with the Public Service Commission and Village policies. 2. Maintain utility meter record and review quarterly meter reading proof and exception reports. 3. Monitor Advanced Metering Infrastructure (AMI) daily to review data pertaining to meters. This includes analysis for detecting potential leaks, high flows, and stale meters and contacting customers with these problems. 4. Coordinate final water bills with mortgage closing departments, real estate agents, and management companies. 5. Coordinate with Department of Public Works (DPW) regarding scheduling of readings and maintenance of meters. 6. Gather data and prepare various reports, including Public Service Commission (PSC) reports, in a variety of formats. 7. Request annual meter calibration reports from outside users 8. Notify utility customers of required backflow/cross connection inspections and coordinate appointment for inspection. Monitor for expiration and follow up with customers who are not in compliance. 9. Every five years send letters to residents with private wells to be tested. Once well passes testing, send a statement and permit to resident. Administration Support 1. Provide frontline customer service, assisting customers/residents over the phone and in person with questions or complaints, referring them to appropriate people as needed. Skill in dealing with the public diplomatically and professionally and a willingness to take the initiative in problem solving is very desirable. 2. Receipt payments for various Village services. 3. Maintain records for garbage collection, communicate and coordinate any changes with the contracted garbage hauler, compile report for County to apply special charges to all appropriate tax bills. Distribute the garbage collection schedule annually. 4. Works with payment processing vendors, reviews and makes recommendations on payment processors for credit card and electronic payment options. 5. Responsible for reviewing and recommending copier and postage machine leases, ordering supplies for this equipment, and scheduling maintenance when needed. 6. Promote recycling in accordance with expectations for DNR Recycling Grant and periodically review program to ensure Village ordinances are following the program. 7. Maintenance and updates to the Village website as well as social media. 8. Work with Polimorphic (CRM and workflow process software) to provide feedback regarding software development, assist with developing workflow processes through Polimorphic, and maintaining database. 9. Serves as backup for AV equipment in Board and meeting rooms to assist with functionality and/or running the equipment during meetings in the Administrator's absence. 10. Work with the Department Heads to gather information and compile the quarterly newsletter as well as the annual tax collection insert. 11. Complete special assessment letters for title companies. 12. Maintain records of all legal publications for the Village. 13. Maintain and publish Village meeting calendars, update the Tri-Troy community calendar on a weekly basis, and other calendars as directed. 14. Responsible for maintaining bulletin board and eCode 360 postings of agendas. 15. Responsible for filing, posting on eCode 360, and placing on the Village Board agenda and minutes from outside boards and committees to be reported to the Village Board. 16. Purchasing of office, janitorial, and other supplies. 17. Assist with in-person voter registrations and absentee voting. Act as backup for processing voter registrations and absentee voting both in-person and mailed as well as tracking in WisVote system. 18. Reconcile dog tags sold with the County annually. Pick up new tags and return unused, document tag numbers, and set up prices in Walworth County software. 19. Trained as backup and provides support for accounts payable/receivable in absence of Clerk. 20. Perform office-related tasks such as filing, assisting with computer applications, applying postage to outgoing mail, etc. Public Works Support 1. Provide general clerical support for the DPW including typing letters, publishing notices, assisting with the Consumer Confidence Report (CCR) report, scheduling brush and branch collection, publishing notices, attending various project-related meetings, and preparing right-of-way permits. 2. Update the DPW GIS system by adding information to the database. 3. Maintain bonds for right-of-way permits. Coordinate DPW inspection prior to bond expiration to determine if bond can be released. 4. Register DPW employees for training and conferences. Book lodging if necessary. 5. Purchasing of office, janitorial, and other supplies Other 1. Other general clerical duties may be assigned. 2. Follow and comply with all safety and work rules, policies and regulations. Maintain departmental housekeeping standards. 3. Maintain prompt, predictable and regular physical attendance. 4. Attend relevant training and review regulations to ensure compliance related to utility and other job duties. 5. Other job duties as assigned.
EXPERIENCE, TRAINING, QUALIFICATIONS
Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The ability to prioritize, perform work independently, to manage multiple priorities and projects and maintain confidentiality are essential to this position. The requirements listed below are representative of the knowledge, skill, and/or ability required. Must possess a valid Wisconsin Driver's License. Education and/or Experience Requires a high school diploma or GED; minimum (3) three years clerical experience, with (2) two years including bookkeeping, accounting or billing experience, or any combination of education and experience that provides the equivalent knowledge, skills and abilities. Experience with general public, confidential matters, drafting written communication, and Public Service Commission experience preferred. Advanced skill with computers, technology, and software (Outlook, Word, Excel, Teams), and the ability to learn upgrades as they occur is required. Ability to become proficient with Caselle software (utility billing/accounting software) within 4 months of hire is required. Must have the ability to operate basic office equipment including a copier, scanner, telephone, and computer. Language Skills Ability to read and comprehend instructions, correspondence, Public Service Commission policies and utility statements. Ability to prepare billings and reports. Ability to respond to questions and effectively present information in one-on-one situations to customers. Mathematical Skills Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent.
PHYSICAL REQUIREMENTS OF THE ESSENTIAL FUNCTIONS
Seventy-five percent (75%) of the time is spent sitting and using near vision. Over fifty percent (50%) of the time is spent talking, hearing, medium and high fingering (writing and typing). Ten percent (10%) of the time is spent standing, walking, climbing (ascending or descending steps), using far vision, reaching, feeling, low, medium, and high lifting and carrying. In unusual situations, stooping, kneeling, crouching, bending/twisting, low and medium pushing/pulling may be used.
