The Kentucky Department for Public Health seeks a dedicated Budget Specialist I to oversee financial activities for the Health Access Nurturing Development Services (HANDS) Program within the Division of Maternal and Child Health. This vital home visitation program supports families from pregnancy through a child's first two years, promoting healthy child development and family well-being. Key Duties and Responsibilities:
Oversee and review budgets and allocations for local implementing agencies. Coordinate with local implementing agencies and other state and local staff to review and reconcile claims and billing issues. Act as technical advisor to statewide program staff, other agencies, and clients on budget and fiscal issues. Coordinate, draft, and disseminate essential information and data to all stakeholders; directly prepare or collaborate with others to prepare forms for applicable budget requests, including the biennial budget and grant applications. Assist management in contract development; collaborate with agency staff to draft contract scope of work, deliverables, and budget. Review, analyze, and monitor budget and expenditures to ensure that the program adheres to budget, fiscal, and planning policies and procedures. Analyze, reconcile, and compile invoices for payment approval and tracking. Analyze legislation to determine the budgetary impact on the agency. Determines program implications of statutes, regulations, or policy. Advise management of fiscal issues and recommend solutions.
Preferred Knowledge, Skills and Abilities:
Strong communication skills. Demonstrate efficient organizational and multi-tasking skills. Receptive to others' ideas and the ability to work constructively to increase depth and effectiveness in a group or team effort. Experience with state budget and, or, eMARS preferred. Minimum Requirements
EDUCATION
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS
Two years of professional experience in statistical or policy analysis, accounting, auditing, planning, or a related field. Substitute
