$77,000 - $95,000 Cambria County Transit Authority is seeking an experienced financial professional to serve as its next Chief Financial Officer / EEO Officer. This is not a purely strategic or administrative CFO role. It is a hands-on working leadership position for someone who is equally comfortable advising the Executive Director and Board of Directors, leading a team, analyzing a financial statement, building a cash-flow projection, reviewing an accounting entry, preparing a regulatory report, or assembling documentation for an audit. The CFO will lead CamTran's financial strategy while remaining closely involved in the daily work of finance, accounting, budgeting, procurement, grants administration, compliance, and reporting. The successful candidate will be expected to identify and resolve issues personally, produce and review detailed work, meet critical deadlines, and help staff complete priority assignments. The CFO is responsible for the capital and operating financial affairs of CamTran's fixed-route, inclined plane, and shared-ride services and facilities. The position reports to the Executive Director, has a fiduciary responsibility to the Board of Directors, and also serves as CamTran's EEO Officer. What You'll Do Work directly in the details Analyze financial activity, investigate variances, reconcile information, and resolve accounting and reporting issues.

Prepare and review budgets, forecasts, cash-flow projections, financial reports, schedules, and management presentations.

Maintain and update required financial and operational information in federal and state reporting systems.

Gather records and prepare responses for external audits, PennDOT Performance Reviews, FTA Triennial Reviews, and other examinations.

Review transactions, contracts, grant requirements, internal controls, and supporting documentation for accuracy and compliance.

Step in where needed to help the department meet deadlines and complete critical financial or compliance work. Lead CamTran's financial operations Direct general accounting, property accounting, accounts payable, accounts receivable, fare revenue, cash management, investments, pension funds, debt, and financial reporting.

Lead the annual operating and capital budget process and assist department managers with financial and personnel forecasts.

Develop short-, medium-, and long-term financial plans.

Maintain detailed cash-flow projections and appropriate minimum-cash thresholds.

Manage grants, banking relationships, insurance programs, lines of credit, contracts, assets, and inventory.

Develop, monitor, and test internal controls designed to safeguard CamTran's resources.

Prepare and present monthly reports to the Board of Directors regarding CamTran's financial condition. Lead people and compliance programs Supervise, coach, and develop staff while remaining actively involved in their work.

Develop practical policies and procedures and ensure their consistent application.

Manage CamTran's Equal Employment Opportunity Program and serve as EEO Officer.

Oversee the Disadvantaged Business Enterprise Program and related compliance reporting.

Serve as a liaison with federal, state, and local governments, regulatory agencies, auditors, funding partners, financial institutions, and community organizations.

Participate in required Safety Management System activities. What We're Looking For Bachelor's degree in finance, accounting, business administration, public administration, or a related field.

At least five years of progressively responsible experience in finance, accounting, or related functions.

At least three years of supervisory experience.

Strong working knowledge of governmental finance, accounting, budgeting, procurement, grants, and regulatory compliance.

Excellent analytical, problem-solving, organizational, and communication skills.

Ability to convert complex financial information into clear recommendations for executives and board members.

A collaborative, accountable leadership style and a willingness to roll up your sleeves and work directly alongside the team.

Ability to manage executive responsibilities without losing attention to detail or day-to-day execution. Preferred Qualifications Certified Public Accountant designation.
