Water Quality & Compliance Supervisor

Job Description

The Water Quality and Compliance Supervisor is a mid-level leadership role responsible for ensuring the County's water and wastewater systems strictly adhere to federal (EPA) and state (Georgia EPD) regulations. A critical component of this role involves overseeing the utility impacts of new development and construction projects , ensuring that all new infrastructure aligns with County service delivery strategies and long-term asset management plans. 1.
Regulatory Compliance & Quality Control Monitoring & Reporting:
Supervise the collection and analysis of water and wastewater samples to ensure compliance with the Safe Drinking Water Act and Clean Water Act .
Permit Management:
Oversee Fats, Oils, and Grease (FOG) programs, including inspections and enforcement actions for commercial users.
Documentation:
Prepare and submit accurate regulatory reports, such as the annual Consumer Confidence Report (CCR) , to state and federal agencies. 2.
Development & Construction Oversight Plan Review:
Evaluate civil and architectural drawings for proposed developments to ensure water and sewer infrastructure meets County standards.
Project Coordination:
Coordinate with planning and engineering stakeholders to assess the impact of new construction on existing utility capacity.
Field Inspections:
Conduct site evaluations and final inspections for Capital Improvement Program (CIP) projects and new residential/commercial water and sewer taps.
Asset Management:
Update the County's infrastructure inventory and condition assessments as new projects are completed and integrated into the system. 3.
Team Leadership & Operations Staff Supervision:
Manage a team of technicians and inspectors, providing training on safety protocols, work methods, and technical standards.
Emergency Response:
Lead the department's response to water quality emergencies, spills, or system failures, coordinating with emergency and health officials.
Customer Service:
Investigate and resolve citizen complaints regarding water quality, pressure, or construction-related utility issues.
Minimum Qualifications Education:
Bachelor's Degree in Environmental Science, Chemistry, Biology, Civil Engineering, or a related field.
Experience:
5-7 years of experience in water/wastewater utility operations or environmental compliance, with at least 3 years in a supervisory capacity.
Licensure:
Must possess or be able to obtain Georgia State Certification in Water Treatment/Distribution or Wastewater Treatment/Collection. Valid State of Georgia Driver's License.
Physical Requirements & Work Environment Field Work:
Significant time spent at construction sites and treatment facilities, requiring the ability to walk over rough terrain, climb ladders, and work in various weather conditions.
Availability:
Must be available for on-call rotation and emergency response outside of normal business hours.
