Local travel required; reliable personal vehicle required About the Position Primus Health Inc. is seeking a motivated and organized Manager of Business Development, Compliance & Program Operations to lead key business development, compliance, and operational functions within our human services programs. This is a diverse management role for a professional who is capable of building community relationships, developing referral sources, monitoring regulatory compliance, managing billing activities, and overseeing operational support functions. Key Responsibilities Drive client census growth across Residential, Day Habilitation, CDS, Personal Supports, Employment Services, and other programs. Develop and maintain strong relationships with schools, hospitals, families, Service Coordinators, DDA representatives, and other referral sources. Represent Primus Health at community events, transition fairs, DDA meetings, and other outreach activities. Manage the referral and intake process from initial inquiry through admission, ensuring timely follow-up and appropriate documentation. Lead the agency's preparation for DDA and OHCQ audits, surveys, and site visits , ensuring required documentation and records are complete and readily available. Prepare and present regular reports on referrals, admissions, compliance, billing, client census, and business development activities. Monitor and manage corrective action plans following audits and ensure required actions are completed within established deadlines. Manage client eligibility redeterminations and oversee Representative Payee documentation, coordination, and related recordkeeping. Manage billing and claims activities for assigned programs, including documentation, reconciliation, submission, and resolution of billing issues. Assist in monitoring staff compliance records , including certifications, training, background checks, and other regulatory requirements. Assist in providing program management coverage only when necessary in absence of the relevant manager. Assist in providing other administrative, operational, and business development responsibilities as assigned by agency leadership. Qualifications Bachelor's degree in Human Services, Psychology, Social Work, Business, or a related field preferred. Equivalent experience may be considered. 3-5 years of experience in DDA-licensed residential or community services, Service Coordination, Program Management, Case Management, or Quality Assurance. Familiarity with the DDA system, Person-Centered Plans, DDA Waiver programs, and COMAR requirements. Experience with billing or claims in a human services or healthcare setting is preferred. Strong organizational, communication, leadership, and relationship-building skills. Ability to manage multiple responsibilities, prioritize effectively, and meet deadlines. Comfortable presenting to groups and representing the agency professionally. Proficiency in Microsoft Office, including Word, Excel, and Outlook. Valid driver's license, reliable personal vehicle, and willingness to travel locally. Preferred Skills Experience managing residential program operations. Knowledge of DDA and OHCQ licensing requirements. Experience managing compliance audits and regulatory documentation. Experience working with families, Service Coordinators, DDA representatives, and other community partners. Why Join Primus Health?
