Sign Factory is seeking an experienced and highly organized Labor Compliance Manager to manage certified payroll, prevailing wage, apprenticeship, and labor-compliance requirements for our public works and government construction projects. Sign Factory performs commercial and government signage, electrical sign, installation, and construction-related work on projects subject to California prevailing wage requirements and federal Davis-Bacon requirements . The Labor Compliance Manager will be responsible for helping ensure that Sign Factory and its subcontractors remain compliant with applicable labor requirements throughout each project—from contract award and project setup through weekly payroll reporting and final closeout. This position requires exceptional attention to detail. The ideal candidate has direct experience with certified payroll, California DIR requirements, prevailing wage determinations, apprenticeship compliance, and/or federal Davis-Bacon projects. Primary Responsibilities Prepare, review, certify, and submit Certified Payroll Reports (CPRs) for public works and government projects. Submit certified payroll electronically through the California Department of Industrial Relations (DIR) and other required compliance systems. Prepare and maintain federal certified payroll documentation, including WH-347 or applicable electronic reporting requirements for Davis-Bacon projects. Review applicable California prevailing wage determinations and federal Davis-Bacon wage determinations . Verify employee classifications, base hourly rates, fringe benefits, overtime, deductions, and other payroll information for compliance. Prepare and submit DAS 140
•Public Works Contract Award Information . Prepare and submit DAS 142
•Request for Dispatch of an Apprentice . Track apprentice utilization and applicable journeyman-to-apprentice ratios . Track and submit applicable California Apprenticeship Council training fund contributions . Prepare and maintain fringe-benefit statements and supporting documentation. Review payroll and labor-compliance documentation for accuracy before submission. Maintain organized, audit-ready records for each public works and government project. Monitor weekly certified payroll deadlines and other project-specific compliance deadlines. Coordinate with payroll, project managers, field employees, subcontractors, general contractors, awarding agencies, and government representatives. Collect and review certified payroll and labor-compliance documentation from subcontractors. Identify missing, incorrect, or potentially noncompliant payroll records and coordinate corrections. Prepare certified payroll corrections and revisions when required. Assist with labor-compliance audits, investigations, and document requests. Maintain employee classifications and verify that workers are reported under the appropriate craft/classification. Assist with project setup and closeout documentation for state and federal projects. Maintain current knowledge of California prevailing wage, apprenticeship, certified payroll, and federal Davis-Bacon requirements. Preferred Experience We are especially interested in candidates with experience in one or more of the following: California public works labor compliance California DIR certified payroll reporting Prevailing wage payroll Federal Davis-Bacon projects WH-347 certified payroll DAS 140 and DAS 142 filings Apprenticeship compliance Fringe-benefit calculations California Apprenticeship Council training contributions Public works construction Government contracting Labor compliance audits Subcontractor payroll compliance Qualifications Previous experience with certified payroll, prevailing wage, public works compliance, construction payroll, or labor compliance is strongly preferred . Knowledge of California DIR public works requirements is strongly preferred. Familiarity with federal Davis-Bacon requirements is highly desirable. Strong mathematical and payroll-review skills. Excellent attention to detail. Strong organizational and document-management skills. Ability to manage multiple projects and deadlines simultaneously. Ability to identify payroll discrepancies and follow through until they are corrected. Strong written and verbal communication skills. Must be comfortable communicating with government agencies, general contractors, subcontractors, employees, and project managers. Must be 100% fluent in speaking, reading, and writing English. Strong computer skills and ability to learn new government and contractor compliance portals. Ability to work independently and take ownership of assigned projects. What Success Looks Like The Labor Compliance Manager will become Sign Factory's primary internal resource for labor compliance. The goal of this position is to make sure our public works and government projects remain organized and compliant so that: Certified payroll is submitted accurately and on time. Employees are paid using the correct prevailing wage classifications and rates. Apprenticeship requirements are properly tracked and documented. Required state and federal filings are completed on time. Subcontractor compliance is monitored. Project documentation remains audit-ready. Compliance issues are identified and corrected before they become larger problems. Project managers can focus on completing the work while the Labor Compliance Manager oversees the labor-compliance requirements. Pay:
