Introduction The Maryland Insurance Administration (MIA) is\r\nan independent State agency that regulates Maryland's $49 billion insurance\r\nindustry and protects consumers by monitoring and enforcing insurers' and\r\ninsurance professionals' compliance with State law.� Staff members are\r\nsubject matter experts who serve as a resource for lawmakers, consumers, and\r\nother public and private entities.�\r\n\r\nThe MIA is charged with a broad range of responsibilities including the\r\nlicensure of insurance carriers and insurance producers (brokers/agents)\r\noperating in Maryland, the conduct of financial examinations of companies to\r\nmonitor financial solvency, and the review and approval of rates and contract\r\nforms.� The MIA investigates reports of consumer fraud and consumer\r\ncomplaints about life, health, automobile, homeowners, and/or property\r\ninsurance.� Insurance carriers are subject to market conduct examinations\r\nand other actions to monitor compliance with Maryland law.� The MIA also\r\nhas a unit dedicated to consumer education and outreach, which participates in\r\nhundreds of events and reaches thousands of individual consumers annually.\r\n�\r\n• This is a Management\r\nService position that serves at the pleasure of the Appointing Authority.\r\n

LOCATION OF POSITION

Baltimore City or\r\nHybrid (between office and telework)\r\n Main Purpose of Job The Chief Examiner manages the entire financial examination process, from scheduling examinations to final report issuance, to ensure the financial solvency of insurance companies and health maintenance organizations licensed in Maryland, that examinations are conducted effectively and efficiently, that examination procedures are sufficient to assess the companies' financial condition, that procedures will detect financial solvency risk areas, potential troubled companies and other significant issues, and that examinations meet the MIA and National Association of Insurance Commissioners (NAIC) Accreditation standards.

POSITION DUTIES

The Maryland Insurance Administration\r\nis recruiting to fill the Chief Examiner position in the Financial Regulation\r\nDivision.� The Chief Examiner manages the entire financial examination\r\nprocess, from scheduling examinations to final report issuance, to ensure the\r\nfinancial solvency of insurance companies and health maintenance organizations\r\nlicensed in Maryland, that examinations are conducted effectively and\r\nefficiently, that examination procedures are sufficient to assess the\r\ncompanies' financial condition, that procedures will detect financial solvency\r\nrisk areas, potential troubled companies and other significant issues, and that\r\nexaminations meet the MIA and National Association of Insurance Commissioners\r\n(NAIC) Accreditation standards.�� \r\n�\r\n\r\n\r\nThe Chief Examiner is also\r\nresponsible for scheduling all examinations,� reviewing and approving\r\ninitial examination planning documents, attending status meetings on\r\nexaminations, reviewing selected work papers in high-risk areas, providing\r\ndirection and input to the examiners as needed, and reviewing and approving\r\nfinal examination reports.� The Chief Examiner's duties may also include\r\ndesigning and conducting training for the staff of field examiners, meeting\r\nwith companies on financial and admission issues, and attending NAIC\r\nconferences.�\r\n

MINIMUM QUALIFICATIONS

Education:

� Bachelor's Degree\r\nfrom an accredited college or university.\r\n�\r\n

Experience:

Five years of\r\nexperience with a state insurance department, public accounting firm, or\r\nsimilar audit entity,�or another entity in a financial or audit-related\r\narea; and four of those years must be in an in-charge or supervisory capacity.\r\n\r\n\r\n

Licenses, Registrations and Certifications:

Active Certified\r\nFinancial Examiner (CFE) designation in accordance with the National\r\nAssociation of Insurance Commissioner (NAIC) requirement for Financial\r\nExaminers.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n\r\n\r\n Knowledge of\r\n Generally Accepted Accounting Principles (GAAP).\r\n Knowledge of\r\n Generally Accepted Auditing Standards (GAAS).\r\n\r\n\r\n
