Los Angeles County Department of Public Works | Rebuild Authority Job Summary Francison Consulting is seeking an experienced Cost Controls II professional to support the Los Angeles County Department of Public Works, Rebuild Authority. This position will focus on project cost accounting, financial oversight, and the development and administration of rebate and reimbursement programs supporting Los Angeles County's recovery and rebuilding initiatives. The ideal candidate brings extensive experience in governmental cost accounting, public program financial management, financial reporting, and compliance. Key Responsibilities Track and reconcile project costs, budgets, encumbrances, expenditures, and funding sources across multiple projects. Establish cost codes, job cost structures, and financial tracking procedures consistent with LA County Public Works requirements. Support the design, implementation, and administration of rebate, reimbursement, grant, and incentive programs. Develop eligibility criteria, application verification processes, and payment tracking procedures. Implement internal financial controls to prevent duplicate or ineligible payments and maintain audit readiness. Prepare financial reports, dashboards, and executive briefing materials. Support financial compliance with applicable governmental accounting requirements. Coordinate with project teams and management to monitor financial performance and project progress. Maintain confidentiality of applicant and financial information. Required Qualifications Minimum 10 years of experience in cost accounting or public program financial management. At least 5 years of experience in governmental or public sector cost accounting, grant or program financial management, and financial reporting. Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or a related field. Advanced proficiency in Microsoft Excel and experience with governmental financial systems. Experience supporting capital improvement or public works projects. Strong knowledge of financial reconciliation, cost tracking, and reporting. Excellent analytical, organizational, and communication skills. Preferred Qualifications Knowledge of FEMA Public Assistance, Cal OES, and federal or state reimbursement requirements. Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM). Experience supporting disaster recovery or rebuilding financial programs.
