Those meeting certain Priority Placement Program eligibilities as annoted on the Vacancy Announcement Duties Help The primary purpose of this position is to serve as the Chief Financial Officer (FM) for the ste Army Nional Guard (ARNG). This position performs the following duties: Directs financial management policy in support of the ARNG military organizions and units. As Chief, Financial Officer maintains stutory responsibility for the proper obligion, accounting, disbursement, and administrive control of all federal funds alloced to the ste. Determines the impact; and implements courses of action regarding projected DoD, Department of Army (DA), Nional Guard Bureau (NGB), Inter-Service, and non-DoD governmental programs th affect ARNG plans, policies, and missions. Serves as the principal financial advisor and the technical expert to the ste Adjutant General (AG), USPFO, senior staff management, major subordine commands, and the Program Budget Advisory Council (PBAC). Provides advisory services through briefings, conferences, advisory committee meetings, etc, on a regular basis. Advises, supports and facilites management decisions concerning financial considerions, such as the availability and approprie use of Federal funds. Based upon reports and da derived from financial systems, analyzes strengths and deficiencies, advises, and makes recommendions to the USPFO, primary staff, Chief of Staff and the AG. Assures the AG's priorities are integred in and supported by the financial plan. Recommends to the USPFO actions to be taken regarding the implemention of the financial plan. Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the ste ARNG's fiscal policies. Implements approprie courses of action as best suited for the ste. Serves as an advisor to the AG on projects involving local, ste and other Federal agencies. Serves as the certificion officer for all ARNG disbursements and is pecuniary liable for these disbursements. Writes, implements and maintains an effective system of financial management controls for the ste ARNG. Ensures accure accountability for Federal funds and provides full disclosure of financial actions in compliance with stutory requirements, regulions, directives, procedures, nional and local policies. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candides for vacancies, promotions, details, and reassignments in considerion of skills and qualificions, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expections to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for sisfactory completion of work assignments. Appraises subordine workers performance ensuring consistency and equity in ring techniques. Recommends awards when approprie and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Inities action to correct performance or conduct problems. Performs other duties as assigned. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position is designed as Essential Personnel and may be subject to duty in preparion for, or in response to, a ste emergency or disaster declarion. This designion will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Irregular and/or overtime (compensory) hours may be required to support operional requirements or contingencies or may be required to work hours outside of the normal duty day. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportion as approprie to perform temporary duty assignments.
THIS IS A FINANCIAL MANAGEMENT
Level 3 Certified position designed as such in accordance with the Nional Defense Authorizion Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United Stes Code, section 1599d. Must obtain FM Level 3 within 2 years of appointment. Qualificions

  • A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management
  • Skill in applying procedures and directives by reading and interpreting program merial;

SPECIALIZED EXPERIENCE
: Must have 1-year equivalent specialized experience to least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a valided understanding of the basic principles and concepts of the financial management occupional series and grade. Experiences gained through military technical training schools or civilian academic courses or reled civilian work are included in the one-year on-the-job specialized experience.
