Job Description

The registration & revenue operations supervisor is responsible for maximizing revenue for the health department by leading and overseeing billing and coding functions within the personal health clinics. This role ensures accurate, timely, and compliant revenue operations while supporting staff and optimizing workflows that strengthen the department's financial performance. Supervises administrative and customer-facing staff, including Administrative Assistant I, three Customer Relations Representatives IV, and a processing assistant IV (Vital Records). Ensures compliance with all legal requirements and standards related to billing and coding procedures. Performs audits and coding reviews to verify accuracy, completeness, and proper documentation. Communicates with insurance companies to resolve billing and claims issues. Submits statistical and operational data for analysis by the clinical management team. Manages provider credentialing through CAQH and serves as the NCTracks Office Administrator. Recommends write-offs, fee adjustments, policy updates, and technology-related purchases. Oversees reporting functions, including the Medicaid cost settlement charge report. Ensures technology needs are met, including support for computer hardware, software, telephones, and printing systems. Collaborates with the director of nursing and assistant director of operations to review and project personal health clinic revenues for budgeting purposes and revenue cycle management. Participates in local public health emergency response activities, as assigned by the health director or designee, and is available during emergencies and exercises as needed. High school diploma or equivalent required Two years of administrative, clerical, or customer service experience Valid driver's license with a driving record that meets county standards for operating county-owned vehicles
PREFERRED QUALIFICATIONS
Associate degree in health information management, business/public administration, healthcare administration, or a related field, plus two years of experience in medical billing, coding, or revenue cycle operations. Experience supervising or leading staff, or an equivalent combination of education and experience. Certification in medical billing/coding. Experience with electronic medical records systems (especially Epic). Proficiency with reporting or data-manipulation tools such as Microsoft Access, Excel, or
SQL. NECESSARY SPECIAL QUALIFICATIONS
Valid driver's license with a driving record that meets county standards for operating county-owned vehicles. Customer focused Significant knowledge of medical office billing, coding, and reimbursement practices. Strong knowledge of modern office procedures, practices, and equipment. Basic knowledge of public administration and business administration principles. Basic knowledge of human resources policies and practices. Basic knowledge of accounting principles and methods. Familiar with revenue cycle management. Technical skills and the ability to analyze business operations and financial reporting. Ability to exercise sound judgment and discretion in interpreting and applying policies and procedures. Ability to plan, assign, and review the work of others. Ability to understand and follow oral and written instructions. Ability to establish and maintain effective working relationships with coworkers, officials, and the public. Ability to communicate clearly and concisely, both verbally and in writing, with individuals at all levels of the organization. Ability to work effectively under time constraints and competing demands.
