$19.60 - $22.44/hour, depending on experience and education

Education & Outreach Director Position Summary The Child Care Financial Assistance Program (CCFAP) Eligibility Specialist determines eligibility for Vermont's Child Care Financial Assistance Program (CCFAP) and administers child care tuition assistance in accordance with all policies, regulations, performance standards, and timelines established by the Vermont Department for Children and Families, Child Development Division (CDD). As part of Springfield Area Parent Child Center's comprehensive family support services, the Eligibility Specialist provides strengths-based, family-centered support while guiding families through the application, eligibility determination, redetermination, and change reporting processes. This position requires excellent attention to detail, sound judgment, strong communication skills, and a commitment to providing equitable, respectful, and high-quality customer service while ensuring compliance with all contractual requirements. Essential ResponsibilitiesEligibility & Family Support Process CCFAP applications, determine eligibility, complete redeterminations, and process reported changes in accordance with CDD policies, contractual requirements, and required timelines. Review applications for completeness, obtain required documentation, and maintain timely communication with families throughout the eligibility process. Explain program requirements, eligibility criteria, benefit calculations, and participant responsibilities in a clear and respectful manner. Build supportive, strengths-based relationships with families while maintaining professionalism and confidentiality. Inform families of other public benefits and SAPCC programs and make referrals as appropriate. Provider & Community Collaboration Serve as a resource for child care providers regarding CCFAP policies and procedures. Collaborate with CDD, Economic Services, child care providers, employers, and community agencies to support families and resolve eligibility-related concerns. Facilitate communication between families and providers when appropriate. Contract Compliance & Administration Meet established performance standards, processing timelines, and quality assurance expectations. Maintain accurate, complete, and confidential case records in accordance with agency and CDD requirements. Participate in required trainings, meetings, quality assurance reviews, and professional development activities. Prepare reports and maintain statistical data as required by the agency and funding sources. Represent Springfield Area Parent Child Center professionally in the community. Support agency fundraising and community engagement activities. Perform other duties as assigned. QualificationsEducation & Experience Bachelor's degree in Human Services, Social Work, Education, Business Administration, or a related field preferred. Equivalent combination of education and relevant human services or customer service experience may be considered. Two years of experience in human services, eligibility determination, customer service, case management, or a related field preferred. Knowledge, Skills & Abilities Excellent customer service and interpersonal skills with the ability to communicate effectively and compassionately with individuals experiencing stress. Ability to interpret and apply complex policies, regulations, and procedures with accuracy. Strong organizational skills, attention to detail, and ability to manage multiple priorities and deadlines. Proficiency with computers and the ability to learn state eligibility and case management systems. Ability to maintain confidentiality, exercise sound judgment, and solve problems effectively. Ability to work independently and collaboratively while establishing positive relationships with families, providers, community partners, and colleagues. Commitment to providing respectful, equitable, and non-judgmental services to all families. Support SAPCC's mission and sustainability by participating in organizational fundraising and community engagement efforts.
Pay:
$19.60 - $22.44 per hour
