Seeking a Payroll Manager to lead payroll operations and supervise staff during the implementation of a new

HRIS/HCM

system. This role will oversee full-cycle payroll processing, compliance, payroll reporting, and system transition activities. Key Qualifications 5+ years of municipal payroll experience Prior payroll leadership or supervisory experience Strong knowledge of payroll taxes, wage & hour laws, payroll accounting, and reconciliations Experience with union agreements (MOUs), retirement contributions, and complex payroll environments Police & fire payroll experience highly preferred Tyler Munis and advanced Excel skills preferred Key Responsibilities Manage full-cycle municipal payroll operations Supervise and support payroll staff Ensure payroll compliance and accuracy Review reconciliations, tax filings, and payroll reporting Resolve complex payroll issues and discrepancies Partner with HR, Finance, IT, and department leaders Support payroll testing and implementation of a new
