This position is responsible for payroll-related general ledger accuracy, monthly and annual financial close, balance sheet substantiation, and financial analysis, in addition to accurate, timely, and compliant payroll administration. The Payroll Manager approves accounting entries generated by the Payroll Specialist and prepares reconciliations, resolves reconciling differences, and delivers complete payroll and benefit accounting schedules within the close calendar. The position partners with Human Resources, Benefits, and Accounts Payable and submits entries and reconciliations for independent review under established approval controls. The Payroll Manager supervises payroll staff, promotes cross-training and process standardization, and identifies opportunities to strengthen controls and improve the efficiency and reliability of payroll and accounting processes. Payroll Accounting and General Ledger Own payroll and benefit accounting in accordance with U.S. generally accepted accounting principles, including expense recognition, accruals, oversight of out-of-state employees maintained under an EOR, and account reconciliation. Independently prepare complex payroll and benefit journal entries, review entries prepared by payroll staff, and validate entity, department, cost center, program, grant, and account coding; obtain independent approval before posting. Reconcile payroll registers to general ledger activity each payroll cycle and investigate and resolve discrepancies. Prepare and substantiate quarterly balance sheet reconciliations for accrued wages, payroll taxes, employee deductions, benefit liabilities, retirement contributions, garnishments, and paid time off; review staff-prepared schedules and resolve differences to source records. Ensure payroll clearing and liability accounts are reconciled and resolved timely, with aged or unexplained balances appropriately investigated. Calculate and document wage and benefit accruals, payroll cutoff adjustments, paid time off liabilities, and correcting or reclassification entries at month-end and year-end. Own completion of the payroll and benefit accounting portion of monthly and annual financial close, including reconciliations, journal entries, rollforward schedules, and explanations of outstanding items by assigned deadlines. Analyze labor and benefit expenses against prior periods and budget, distinguishing timing, coding, accrual, headcount, hours, and rate effects; provide documented explanations and corrective entries to Accounting and Finance leadership. Prepare and reconcile labor-cost allocations across entities, departments, programs, grants, and restricted funding as applicable; maintain documented allocation methods and supporting calculations. Maintain supporting schedules and documentation to substantiate payroll-related financial statement balances. Retirement and Benefit Accounting Reconcile employee and employer retirement contributions to payroll records, general ledger accounts, and amounts transmitted to plan administrators. Monitor timely remittance of employee contributions and other payroll deductions in accordance with applicable regulations, plan requirements, and organizational policies. Maintain documentation demonstrating timely remittance and promptly investigate and escalate exceptions. Coordinate with Human Resources, Benefits, Accounts Payable, and plan administrators to resolve retirement and benefit contribution discrepancies. Support retirement plan audits, including the 403(b) plan audit as applicable, and provide payroll reports, reconciliations, contribution records, and other requested documentation. Reconcile health insurance and other benefit invoices to payroll deductions, employer contributions, payment records, and general ledger balances; prepare accruals and resolve overpayments, underpayments, and timing differences with Benefits and Accounts Payable. Payroll Operations and Administration Manage the end-to-end payroll process, ensuring employees are paid accurately and timely in accordance with established payroll schedules. Review and approve regular payrolls, off-cycle payrolls, manual checks, bonuses, retroactive payments, adjustments, corrections, and other payroll transactions within delegated authority. Review payroll registers and variance reports prior to payroll finalization and investigate unusual or material fluctuations. Ensure accurate processing of employee earnings, deductions, taxes, garnishments, benefits, retirement contributions, paid time off, and other payroll-related transactions. Maintain the annual payroll calendar, including processing deadlines, reporting requirements, tax filings, and year-end activities. Ensure payroll transactions are supported by appropriate documentation and authorization. Coordinate with Human Resources and Benefits to ensure employee changes affecting payroll are accurately and timely reflected in payroll systems. Resolve complex payroll discrepancies and employee inquiries in a timely and professional manner. Oversee payroll treatment of shift differentials, overtime, premium pay, leave, and other healthcare workforce pay practices, including collective bargaining provisions where applicable. Regulatory Compliance and Tax Reporting Ensure compliance with applicable federal, state, and local payroll and wage-and-hour requirements. Maintain working knowledge of the Fair Labor Standards Act, California wage-and-hour requirements, payroll tax regulations, garnishment requirements, and leave-related payroll requirements. Oversee payroll tax deposits, quarterly and annual payroll tax filings, and related reconciliations, including those handled by payroll service providers. Review and reconcile Forms 941, W-2 and W-3, California DE 9 and DE 9C, and other required payroll filings. Coordinate corrections of payroll tax discrepancies and amended filings when necessary. Monitor regulatory changes affecting payroll and recommend appropriate changes to policies, procedures, systems, and controls. Internal Controls and Risk Management Develop, maintain, and enforce internal controls over payroll processing, payroll accounting, employee data changes, manual payments, system access, and payroll-related disbursements. Maintain appropriate segregation of duties and independent approvals throughout payroll processing, accounting, and payment release. Identify control weaknesses, process gaps, and financial or compliance risks and recommend corrective action. Maintain written payroll policies, procedures, process documentation, and control documentation. Establish appropriate review and approval processes for payroll changes, adjustments, manual checks, and other higher-risk transactions. Periodically review payroll system access with Human Resources, Information Technology, and Finance leadership. Develop monitoring procedures and exception reporting to identify unusual payroll activity. Protect confidential employee information and restrict access to authorized personnel. Audit and Reporting Serve as a primary payroll contact for financial statement audits, retirement plan audits, workers' compensation audits, regulatory reviews, and other internal or external audits. Prepare payroll reports, reconciliations, schedules, and supporting documentation requested by auditors and management. Explain payroll and benefit accounting balances, accounting treatment, cutoff, and reconciling items to auditors; own resolution of assigned accounting audit findings and document corrective actions. Support annual workers' compensation reporting and payroll classifications as required. Prepare recurring and ad hoc payroll and labor-cost reports for Finance, Human Resources, department leadership, and executive management. Ensure payroll records are maintained in accordance with applicable record-retention requirements. Systems and Process Improvement Maintain effective use of payroll, timekeeping, attendance, HRIS, and related financial systems. Identify opportunities to automate manual processes, improve data integrity, reduce processing errors, and strengthen controls. Coordinate testing and implementation of payroll system changes, upgrades, interfaces, and new functionality. Establish appropriate change-control procedures for payroll configurations, earnings and deduction codes, tax settings, and general ledger mappings. Validate system interfaces and maintain documented testing, approvals, and reconciliation procedures. Staff Leadership and Department Coordination Supervise payroll staff, assign work, establish deadlines, review performance, and provide coaching and training. Maintain cross-training, backup coverage, and business continuity procedures for critical payroll functions. Partner with Accounting, Human Resources, Benefits, and department managers to resolve payroll issues and clarify responsibilities. Perform other related duties as assigned. Required Qualifications Bachelor's degree in Accounting or Finance with substantial accounting coursework, or an equivalent combination of education and professional general ledger accounting experience demonstrating the required accounting competencies. At least five years of progressively responsible payroll and accounting experience, including at least three years of hands-on responsibility for payroll or benefit journal entries, monthly balance sheet reconciliations, accrual calculations, and financial close. These accounting responsibilities may be gained concurrently with payroll experience. At least two years of staff supervision or functional leadership, including review of payroll transactions and accounting work prepared by others. Demonstrated ability to independently prepare balanced journal entries, reconcile payroll subledger activity to the general ledger, substantiate liabilities, investigate aged balances, and resolve reconciling differences. Working knowledge of U.S. generally accepted accounting principles, accrual accounting, expense recognition, payroll cutoff, and financial statement presentation of payroll and benefit accounts. Experience reconciling employee and employer retirement contributions and benefit liabilities to payroll records, remittance or payment records, and general ledger balances. Experience preparing accounting schedules and supporting documentation for financial statement or employee benefit plan audits and explaining account balances and adjustments to reviewers. Knowledge of California payroll requirements, payroll tax reporting, wage-and-hour requirements, and quarterly and annual payroll filings. Advanced Microsoft Excel skills, including pivot tables, SUMIFS, lookup functions, and analysis of large datasets; proficiency with payroll, timekeeping, and general ledger systems. Ability to manage close and payroll deadlines, communicate accounting findings clearly, collaborate across departments, and protect confidential information. Preferred Qualifications Healthcare or nonprofit accounting experience and familiarity with department, program, or grant cost allocations. Experience with 403(b) plan reconciliations and audits, benefit invoice reconciliation, and payroll-to-general-ledger interface testing.
