Payroll Manager
Job Summary The Payroll Manager leads the end-to-end administration, compliance, and strategic execution of multi-state payroll operations for Excelsia Injury Care's growing network of healthcare clinics and administrative teams. This role oversees system integrations, process optimization, tax compliance, and payroll accounting while delivering accurate, timely compensation to clinical providers, operational staff, and corporate employees. Job Duties Multi-State Payroll Operations & Execution
- Direct the processing of full-cycle, multi-state payroll across all clinic locations and corporate entities, ensuring 100% compliance with federal, state, and local wage-and-hour regulations.
- Administer diverse compensation structures, including hourly, salaried, provider compensation models, overtime, shift differentials, bonuses, and benefit deductions.
- Manage time and attendance tracking, leave integrations (PTO, FMLA, disability), and final pay calculations in accordance with state-mandated timelines.
- Responsible for registering with the states for state run benefit programs and unemployment. System Administration & Process Modernization
- Serve as the primary functional administrator for the enterprise HRIS/payroll platform (e.g., UKG), maintaining system configurations, earning/deduction codes, and workflow automations.
- Lead payroll system optimizations, data integrity audits, testing, and continuous process improvements to streamline operations.
- Partner with IT, HR Operations, and Finance to build and maintain automated integrations between HRIS, general ledger, and third-party benefit administrators. Tax, Compliance & Year-End Operations
- Ensure compliance with statutory payroll tax requirements, quarterly/annual filings, garnishments, and multi-state tax registrations.
- Lead year-end close activities, including taxable fringe benefit adjustments, W-2 reconciliation, verification, and distribution.
- Establish and enforce robust internal controls, standard operating procedures (SOPs), and audit trails in alignment with SOX/financial governance standards. Financial Reporting & Reconciliation
- Reconcile payroll general ledger entries, labor distribution reports, and tax accounts in collaboration with the Accounting/Finance department.
- Produce regular and ad-hoc analytical reports covering headcount, labor costs, overtime trends, and variance analyses for senior leadership.
Minimum Requirements
Education:
Bachelor's degree in Finance, Accounting, Business Administration, Human Resources, or a related discipline (or equivalent practical experience).
Experience:
5+ years of progressive multi-state payroll experience, including at least 2+ years leading payroll operations or managing complex payroll functions.
System Expertise:
Deep hands-on experience with modern enterprise cloud HRIS/payroll platforms (e.g., Workday, UKG/UltiPro, ADP Vantage) and time/attendance systems.
- Strong verbal and written communication.
- High level of people skills.
- Knowledge of computers and applications.
Additional Skills/Competencies
Certifications:
Certified Payroll Professional (CPP) designation strongly preferred.
Industry Experience:
Healthcare, multi-site clinic, or multi-entity organizational experience preferred.
Technical Skills:
Advanced Microsoft Excel capabilities (VLOOKUP/XLOOKUP, pivot tables, complex formulas, data modeling) and strong general ledger reconciliation acumen.

- High level of people skills.
Physical Requirements - Sitting, standing, walking, reaching above shoulder length, working with body bent over at waist, working in kneeling position, climbing stairs, climbing ladders, working with arms extended at shoulder length, lifting maximum of 20 lbs.
