Our work includes water, sewer, stormwater, and related civil construction for public agencies. Position Overview Payroll Coordinator needed to process payroll and assist the HR Manager with day-to-day people operations for a field-based construction workforce. This seat is the HR Manager's right hand on payroll week and on routine HR administration—collecting time, running payroll, supporting certified / prevailing-wage reporting, preparing new-hire and status-change packets, keeping personnel files complete, and answering employee questions with discretion. Reports to the HR Manager. Works in close partnership with Accounting / Finance on the bank file, tax withholding, garnishments, and job-cost labor coding. Regular contact with Superintendents, Foremen, Project Managers, and craft employees. Key Responsibilities Collect, audit, and process employee time; run payroll accurately and on schedule every cycle. Apply correct rates, overtime, premiums, deductions, garnishments, and multi-state tax withholding. Prepare and support certified payroll (WH-347) and prevailing-wage reporting on municipal / public-works projects. Code labor to jobs and cost codes so project cost reports stay reliable. Assist the HR Manager with new hires, status changes, and terminations in payroll and HRIS; complete I-9 / E-Verify support and personnel-file setup. Support benefits enrollment packets, leave tracking (FMLA, Maryland FAMLI / paid leave), and recruiting logistics as directed by the HR Manager. Respond to employee and supervisor questions on pay, benefits, and policy within one business day (same day when urgent), escalating policy calls to the HR Manager. Maintain confidential, audit-ready payroll and personnel records. Other administrative tasks Required Qualifications 2+ years payroll processing experience. Construction or multi-state payroll preferred. Working knowledge of FLSA overtime, multi-state withholding, and basic employment-record requirements (I-9, personnel files). Proficiency with payroll / HRIS systems and Microsoft Excel. High accuracy, deadline discipline, and proven confidentiality. Clear written and verbal communication with field supervisors and craft employees. Eligible to work in the U.S.; able to pass a background check and drug screen. WH-347 / eCPR / LCPTracker / Elation or similar certified-payroll tools. Bilingual English / Spanish. Preferred Qualifications Direct experience assisting an HR Manager or HR Director in a contractor or field-workforce setting. Foundation Accounting Software & Heavyjob Time Tracking experience Work Environment, Physical & Travel Primarily office-based in Maryland / DMV.
Standard office physical demands:
sitting, computer work, occasional lifting of files or supplies up to 20 pounds. Occasional travel to jobsites or other offices in
MD / DC / NOVA / DE
for time audits, onboarding support, or year-end distribution—generally under 10%. Payroll-week blackout or limited PTO applies around process and payday. Schedule & Classification Full-time. Exempt.
