We are looking for a detail-oriented Payroll Administrator to support accurate and compliant payroll operations for a workforce in Reading, Pennsylvania. This Long-term Contract position focuses on multi-state payroll processing, union-related payroll administration, and certified payroll reporting for construction projects. The ideal candidate brings strong payroll knowledge, sound judgment with confidential information, and the ability to resolve discrepancies efficiently while meeting strict reporting deadlines.
Responsibilities:
Administer weekly payroll for employees working across multiple states, ensuring wages are processed accurately and on schedule.
Audit time records, labor distributions, job cost allocations, and payroll changes to confirm completeness and correctness before each payroll run.
Apply proper pay calculations for overtime, per diem, fringe amounts, and other earnings based on company policies and applicable agreements.
Investigate payroll variances, reconcile payroll output reports, and correct issues promptly to minimize delays or employee impact.
Manage union-related payroll items, including dues, assessments, and benefit contribution calculations, in accordance with trade-specific requirements.
Prepare and file benefit and payroll reporting for union organizations while maintaining current records for classifications, rates, and contribution details.
Produce certified payroll submissions for public-sector construction work and maintain compliance with prevailing wage regulations, project labor terms, and Davis-Bacon requirements.
Organize payroll documentation for audits and compliance reviews, and assist with internal and external requests related to tax, workers' compensation, union, and certified payroll matters.
Generate recurring and ad hoc payroll, labor, union, certified payroll, and management reports, and provide support for year-end activities such as W-2 processing.

At least 3 years of experience in payroll administration, including end-to-end payroll processing responsibilities.
Hands-on experience managing multi-state payroll in an environment with approximately 101 to 500 employees.
Strong knowledge of full-cycle payroll practices, including earnings, deductions, adjustments, and reconciliations.
Experience with ADP Workforce Now and the ability to use payroll systems effectively for ongoing processing and reporting.
Background in union payroll administration is strongly preferred, particularly with dues, fringe contributions, and benefit reporting.
Familiarity with certified payroll requirements, prevailing wage rules, and compliance standards for government-funded construction projects is highly valued.
Associate's or Bachelor's degree in Accounting, Finance, Business Administration, or a related discipline preferred; comparable payroll experience may be considered instead.
Ability to handle sensitive employee and compensation information with a high level of accuracy, discretion, and professionalism.
