@ https://www.grassvalleyca.gov/human-resources OES/Community Risk Reduction Analyst The City of Grass Valley is seeking a motivated and community-focused individual to join our team as an OES/Community Risk Reduction Analyst . This position supports the City's Office of Emergency Services and Community Risk Reduction Division, with a focus on wildfire prevention, defensible space, vegetation management, emergency preparedness, grant-funded programs, and community education. This is a full-time, in-person position that combines professional administrative and analytical work with field-based inspections and community outreach. Essential Duties and Responsibilities Duties may include, but are not limited to: Conduct defensible space inspections and property assessments to identify wildfire hazards and evaluate compliance with applicable codes and regulations. Educate residents and property owners on defensible space, home hardening, vegetation management, fuels reduction, and wildfire preparedness. Support wildfire prevention initiatives, including Fire Adapted Communities, Firewise USA®, and other community risk reduction programs. Maintain inspection records, compliance documentation, and defensible space inspection data. Conduct follow-up inspections and assist with compliance and enforcement activities as authorized. Assist with public education campaigns, community events, green waste initiatives, and wildfire prevention projects. Support administration of federal, state, regional, and local grant-funded programs, including budgets, reimbursement requests, invoicing, reporting, and compliance. Assist with assigned Measure B wildfire prevention, vegetation management, fuels reduction, emergency preparedness, and community resilience initiatives. Track project schedules, budgets, contractor performance, deliverables, and program outcomes. Research, compile, analyze, and maintain program data and prepare reports, correspondence, presentations, and other documentation. Assist with preparation of City Council staff reports, presentations, resolutions, budget requests, RFPs, and RFQs. Coordinate with City departments, contractors, consultants, partner agencies, community organizations, and members of the public. Assist with developing policies, procedures, workflows, and program improvements. Perform related duties and special projects as assigned. Knowledge, Skills and Abilities The ideal candidate will have knowledge of or the ability to learn: Wildfire prevention, community risk reduction, vegetation management, and defensible space practices. Federal, state, and local laws, codes, ordinances, and regulations applicable to assigned duties. Grant administration, compliance, budgeting, and fiscal monitoring. Basic project management and contract administration. Data collection, analysis, performance measurement, and program evaluation. Public administration and municipal government operations. GIS and data management systems. Preparation of professional reports, correspondence, presentations, and public-facing materials. Effective customer service and communication with residents, contractors, agencies, and community partners. Organization and management of multiple projects, deadlines, and competing priorities. Candidates should be comfortable working both independently and collaboratively and be able to communicate clearly and professionally with the public, City staff, partner agencies, contractors, and other stakeholders.
Education and Experience Education:
Associate's degree from an accredited college or university in Public Administration, Emergency Management, Fire Science, Environmental Studies, Natural Resources, Business Administration, Planning, or a closely related field. An equivalent combination of education and increasingly responsible experience may be considered.
Experience:
Three years of progressively responsible experience in emergency management, wildfire prevention, grant administration, public administration, project support, community development, or a closely related field. Experience supporting public grants, projects, inspections, or preparation of technical reports is highly desirable. License Requirements Must possess an acceptable driving record and an appropriate California Driver's License. Working Conditions This position works in both office and outdoor field environments. Field assignments may involve exposure to heat, cold, rain, wind, smoke, dust, vegetation, poison oak, insects, animals, traffic, uneven terrain, and other conditions associated with vegetation management, wildfire prevention, and property inspections. The position requires the ability to walk over uneven, sloped, or unimproved terrain and navigate vegetation and other outdoor obstacles while conducting property assessments and defensible space inspections. About the Position The OES/Community Risk Reduction Analyst is an entry-level professional classification that provides administrative, analytical, technical, inspection, and program support within established City policies and procedures. The position offers the opportunity to work directly on programs and projects that support wildfire prevention, emergency preparedness, community resilience, and public safety throughout Grass Valley.
