Definition To plan, coordinate and supervise the risk management and asbestos management activities of the District; to recommend policy related to area of responsibility; to manage employee benefits including self-funded insurance programs; and to plan and coordinate the District Safety Program; and to perform a variety of other duties relative to assigned area of responsibility. - Receives supervision from the Assistant Superintendent, Business and Fiscal Services.

Essential Function Statements Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
1. Compile and analyze data to develop and recommend policies and administrative regulations regarding asbestos management, employee benefits management, safety, emergency preparedness, self-funded insurance programs and public liability risk factors; appear before Board to make reports and respond to inquiries. 2. Plan, organize and coordinate the District safety program involving disaster preparedness, employee and student safety, and public risk factors; including the Injury and Illness Prevention Program. 3. Analyze the District's claim, loss and accident history and identify methods to eliminate, minimize or indemnify risks or possible losses; review District projects and purchases for hazards and recommend methods for eliminating/reducing risk. 4. Participate in the investigation of employee accidents, claims, thefts, and property losses and coordinates the preparation of materials and evidence for use in hearing, litigation and insurance claim cases; represent the District on the Board of Directory, Ventura County Schools Self-Funding Authority. 5. Negotiate adjustments of insured and uninsured losses with insurance adjusters, third party administrators, attorneys, and insurance companies. 6. As AHERA designated person, plan, organize, implement and administer the District's asbestos management plan; including regular inspections, employee training, monitoring of asbestos, record keeping and other requirements of Federal AHERA regulations. 7. Select, train and evaluate the performance of assigned personnel. 8. Provide ongoing safety training for employees. 9. Assure that all new vehicles, buildings or equipment are included in the District's insurance coverage. 10. Compile information needed for application for insurance coverage and respond to requests for insurers for information. 11. Review and analyze changes and proposed changes in laws which impact the risk management function of the District and make recommendations for action based on the review and analysis. 12. Operate a computer and modern software to develop, direct and maintain a computerized risk management program. 13. Perform related duties and responsibilities as required.
Qualifications Knowledge of:
- Operational characteristics, services and activities of a risk management program.
- Principles, trends, methods and procedures pertaining to risk management, risk insurance, self-funded insurance programs and employee benefit programs.
- Principles of supervision, training and performance evaluation.
- Laws pertaining to work related injury or illness, school district liability and public safety.
- Loss control techniques.
- General and vehicular insurance coverage including, but not limited to, liability, property, machinery, differences-in-condition, transit, workers' compensation, group, health, life and long term disability.
- AHERA (asbestos abatement) laws, rules and regulations.
Ability to:
- Manage and coordinate the work risk management and benefits' staff.
- Select, supervise, train and evaluate staff.
- Understand, accurately interpret and communicate to managers and employees laws, rules and regulations and other guidelines relating to risk management, asbestos abatement, safety and emergency preparedness.
- Analyze complex problems and develop effective and efficient solutions and alternatives.
- Collect, investigate and analyze data.
- Prepare clear and concise reports.
- Represent the District is quasi-judicial hearings or litigation.
