This part-time contractual position will primarily support implementation of the
Turning Point:
A Pretrial Intervention for Domestic Violence Offenses Initiative by conducting partner contacts, supporting referral development and coordination, facilitating communication with justice system and community partners, maintaining program documentation, and assisting with data collection and reporting. The position is approximately 10 hours per week, with work hours expected to include evenings and weekends to accommodate partner outreach and program needs. The position is funded through grant support through June 30, 2027, and is not eligible for employee benefits. Continuation of the position beyond this date is contingent upon the availability of funding. The position also supports the ongoing coordination of Baltimore City's Domestic Violence High-Risk Team (DVHRT). The DVHRT Model framework is built on three fundamental strategies: early identification of high-risk cases, engagement of a multidisciplinary team, and individualized intervention plans that incorporate the entire domestic violence response system with the goals of increasing victim safety and holding offenders accountable. The DVHRT Model incorporates evidence-based risk assessment into a community's domestic violence response system to identify cases at high risk of lethality or serious assault. Once identified, individual cases are monitored by a multidisciplinary team that shares case information and implements intervention plans to mitigate danger. The DVHRT also identifies and addresses systemic gaps in the response system and measures case outcomes through data collection and analysis. II.
Essential Duties and Responsibilities Turning Point:
A Pretrial Intervention for Domestic Violence Offenses Conduct partner contacts with the intimate partners of Turning Point participants, including outreach, engagement, safety assessment, documentation, and follow-up activities, as appropriate. Provide information about the Turning Point initiative, assess partner safety and service needs, and facilitate referrals to victim services and other community resources. Coordinate with judiciary partners, the Domestic Violence High-Risk Team (DVHRT), Pretrial Services, and other criminal justice and community stakeholders to support implementation of the Turning Point initiative. Assist in identifying and addressing barriers to partner engagement and access to services, including coordination of transportation assistance and other supportive resources, as appropriate. Maintain accurate and timely documentation of partner contacts, safety assessments, referrals, follow-up activities, and program outcomes in accordance with agency policies and grant requirements. Domestic Violence High-Risk Team (DVHRT) Conduct outreach and partner contacts with high-danger survivors to provide information about the Domestic Violence High-Risk Team (DVHRT), explain the case review process, obtain informed consent for participation, and facilitate referrals for multidisciplinary case review, as appropriate. Provide timely updates to the Domestic Violence High-Risk Team (DVHRT) regarding partner contacts, identified safety concerns, service needs, and other relevant information to support multidisciplinary case review and intervention planning. Document survivor contacts, consent, referrals, and follow-up activities in accordance with agency policies and grant requirements. Data Collection, Documentation, and Reporting Maintain accurate and timely documentation of partner contacts, referrals, participant engagement, attendance, and program activities. Track referral sources, enrollment, participation, and program outcomes. Assist with data collection, quality assurance, grant reporting, and performance measurement activities. Maintain confidential records in accordance with agency policies and applicable laws. III. Minimum Qualifications Bachelor's degree in Criminal Justice, Social Work, Psychology, Public Administration, or related field; or an equivalent combination of education and experience. Minimum of three (3) years of experience working in domestic violence, victim services, criminal justice, behavioral health, or a related field. Demonstrated knowledge of intimate partner violence, trauma-informed practices, and coordinated community responses. Experience working collaboratively with multidisciplinary teams and community partners. Excellent written, verbal, organizational, and interpersonal communication skills. Ability to maintain confidential information and exercise sound professional judgment. Proficiency in Microsoft Office applications and electronic data management systems. Ability to work independently with minimal supervision and effectively manage multiple priorities. IV. Preferred Qualifications Experience in participating in multidisciplinary initiatives or criminal justice partnerships. Familiarity with evidence-based intervention programs related to intimate partner violence. Experience with grant-funded programs, performance measurement, or program evaluation. Knowledge of Baltimore City's coordinated response to domestic violence.
