Job Description

Clackamas County Department of Human Resources (HR) is seeking an experienced and strategic Risk Manager to lead the County's comprehensive risk management and insurance programs. This key leadership position is responsible for identifying, evaluating, mitigating, and managing organizational risks. The Risk Manager oversees countywide programs designed to reduce exposure to loss and liability, ensure regulatory compliance, and promote a culture of safety and risk awareness. The Risk Manager provides leadership for the County's risk management, insurance, and safety functions. Responsibilities include developing and implementing policies, programs, and strategic initiatives; overseeing program budgets; managing insurance coverage and claims administration; and supervising professional staff. This position serves as a trusted advisor to County leadership and partners closely with departments across the organization to develop proactive solutions that balance risk, operational needs, and service delivery. The ideal candidate is a collaborative and influential leader with substantial experience managing risk and insurance programs in a complex, self-insured environment. They possess strong analytical and problem-solving skills, sound judgment, and the ability to build productive relationships with diverse stakeholders. Successful candidates will have a proven track record of developing effective risk management strategies, leading organizational initiatives, and fostering partnerships that support the County's mission, values, and long-term goals.
