Job Description
Medical Records Director - Expert Level Lead the Medical Records Department at Clarks Summit State Hospital and help protect the accuracy, accessibility, and confidentiality of essential patient information. We are seeking an experienced Medical Records Director to oversee health information operations, guide department staff, maintain regulatory compliance, and support the hospital's electronic medical records system. Clarks Summit State Hospital provides inpatient psychiatric services to adults. This is an essential onsite leadership position supporting the hospital's daily clinical and administrative operations.

Expert-Level Opportunity The successful Medical Records Director will be recognized as an expert in health information management. This individual must be able to work independently, guide departmental personnel, interpret complex requirements, resolve difficult records-management concerns, and provide knowledgeable direction regarding medical records operations. Key Responsibilities Plan, direct, and supervise Medical Records Department operations and staff. Oversee medical record assembly, analysis, coding, transcription, filing, correspondence, storage, and confidentiality. Serve as the hospital's HIPAA Privacy Officer and promptly report suspected or potential confidentiality breaches. Lead electronic medical records initiatives and support compliance with state, federal, accreditation, and certification standards. Manage patient-census and statistical reporting while maintaining a high level of accuracy. Develop and update department policies, monitor performance, participate in quality-improvement activities, and represent the department in hospital meetings. Minimum Qualifications Candidates must meet one of the following qualification pathways: Registration as a Registered Health Information Administrator (RHIA) through the American Health Information Management Association; or Two years of experience as a Medical Records Technician and active RHIT registration through AHIMA; or Four years of experience preparing, classifying, and abstracting medical reports in a medical records department, along with active RHIT registration through AHIMA. The selected candidate must maintain an active RHIA or RHIT credential throughout the assignment. Additional Requirements Strong knowledge of HIPAA and healthcare records laws, regulations, policies, standards, and accreditation requirements. Experience supervising staff and managing health information or medical records operations. Ability to communicate clearly and professionally in writing and verbally. Strong organizational, analytical, leadership, and problem-solving skills. Ability to establish effective working relationships with hospital staff, patients, and other involved parties. Ability to complete required Commonwealth, DHS, OMHSAS, and facility training. Ability to obtain and maintain required crisis-response and CPR certifications. Operational Expectations The Medical Records Director does not routinely work on holidays. However, occasional schedule variations or additional hours may be required based on operational needs. Declared emergencies, recertification surveys, inspections, or audits may require the Medical Records Director to report outside regular working hours. Occasional work-related travel may also be required, including travel that could involve an overnight stay.
