Position Summary:

Assists in the planning, development, implementation and evaluation of clinical functions and operations of the Chief Behavioral Health Officer (CBHO) division to ensure delivery of effective and appropriate behavioral health patient care. Maintains consistent regulatory, licensing, practice standards, and requirements that support and further the mission of Gila River Health Care (GRHC). Assists with the oversight and administrative functions of the Gila River Tribal Regional Behavioral Health Authority (TRBHA).

Critical Tasks:

Develops and executes strategies to meet or exceed quality, clinical, utilization, and performance measures consistent with established professional, regulatory, and governmental standards. Develops, implements, and maintains standards, systems, and processes to ensure excellence in assigned areas which support the missions, goals, and objectives of GRHC. Plans, develops, and manages departmental strategies and operational budgets to ensure provisions of service consistent with desired objectives are delivered responsibly. Develops clinical and financial outcome measures, related tracking and monitoring systems, and a mechanism to integrate efforts into organization-wide quality improvement systems. Develops and implements policies and procedures to ensure compliance with all federal, state, tribal, licensing and regulatory requirements and practices. Supervises CBHO division Directors and Finance Coordinator to ensure effective division program components. Serves as primary liaison with behavioral health staff and other health care providers to facilitate coordination of care. Collaborates with CBHO and GRHC executive leadership to evaluate and negotiate the Intergovernmental Agreement (IGA) with the Arizona Health Care Cost Containment System (AHCCCS) to ensure that the agreed upon scope of work and funding from AHCCCS meet the needs of the Gila River TRBHA and its clientele. Works collaboratively with CBHO and division leaders to ensure Gila River TRBHA compliance with the IGA, including required deliverables. Collaborates with CBHO to oversee development and execution of any AHCCCS required corrective action plans. Notifies executive management of all significant issues affecting clients/Community and takes all steps necessary to ensure full resolution of such issues. Prepares monthly progress/operational reports; identifies areas of improvement, concern and recommended corrective actions. Assists CBHO in preparation of annual reports. Assists with special projects and ad-hoc requests such as AHCCCS committees and Gila River Indian Community initiatives. Participates in the interview, selection, hire, and evaluation of CBHO Division leaders. Works collaboratively with a variety of stakeholders to recommend, develop and implement methods/procedures for coordination of services with related patient care activities. Develops and maintains effective working partnerships with Behavioral Health Medical Professionals by facilitating appropriate meetings and participating in others as needed. Develops and supervises staff through provision of timely feedback and use of appropriate Human Resource policies and tools to ensure maintenance of desired performance and quality standards. Participates in quality improvement programs/initiatives. Reviews and provide input into the annual Quality Improvement Plan required by AHCCCS. Serve as a resource to patients and/or family regarding available community and state resources. Develops and provides relevant presentations and reports to GRHC, the Community, Community leadership and external entities. Maintains knowledge and proficiency in both behavioral health and prevention best practices through continuing education, staff meetings, and workshops. Acts in the absence of the Chief Behavioral Health Officer. Performs other job-related duties as assigned.

Required Qualifications:

Master's degree in Social Work, Counseling, or other related field from an accredited university. Minimum of eight (8) years behavioral health experience and five (5) years of progressive administrative experience managing behavioral health programs, supervision of clinical programs, quality and financial management. Arizona

LCSW, LPC, LMFT, LIAC

licensure for a minimum of 8 years. Five (5) years of supervisory experience. State of Arizona driver's license with no significant violations during the last 5 years. Demonstrated ability to relate to diverse cultures and specifically the Gila River Indian Community and/or Native American cultures. Prior health care environment work experience is preferred. Fingerprint clearance.
