The Mental Health Facility Administrator / RTH Program Administrator is responsible for the overall administrative management, daily operation, regulatory compliance, staffing, resident safety, and quality of services provided by the Residential Treatment Home. The Administrator ensures that the facility operates in compliance with applicable Oregon Administrative Rules, Oregon Health Authority requirements, applicable federal and state laws, organizational policies, resident rights, and contractual requirements. The Administrator provides leadership to staff and ensures that residents receive safe, respectful, person-centered services designed to support their mental health, stability, independence, and overall well-being. Minimum Qualifications The successful candidate must meet the qualifications of

for a Residential Treatment Home Program Administrator. Required Experience The candidate must have a background including specialized training, experience, and demonstrated ability in providing care and treatment appropriate to residents with serious mental illness, including at least one of the following: One (1) year or more of clinical experience working in a setting that provides treatment to individuals diagnosed with serious mental illness; OR Two (2) years or more of residential experience working in a setting licensed to provide care and services to individuals diagnosed with serious mental illness.
Experience must be verifiable and relevant to the population served by the facility.
Additional Required Qualifications Demonstrated knowledge of serious mental illness and behavioral health services. Demonstrated ability to supervise, train, and support mental health/residential services staff. Ability to manage the daily operations of a residential mental health program. Ability to develop, implement, and monitor policies and procedures. Ability to maintain accurate facility, personnel, and resident service records. Ability to communicate effectively with residents, employees, medical and behavioral health professionals, care coordinators, families/representatives, regulatory agencies, and community partners. Ability to understand and comply with Oregon behavioral health and residential treatment regulations. Ability to respond appropriately to emergencies, behavioral health crises, and resident safety concerns. Ability to work effectively with individuals experiencing serious mental illness and complex behavioral health needs. Must successfully complete the required Oregon background check and meet applicable background-check requirements. Must meet applicable exclusion-screening requirements. Must be able to communicate orally and in writing in English as required for the position and the operation of the facility.
Preferred Qualifications Bachelor's degree in psychology, social work, behavioral health, healthcare administration, human services, nursing, or a related field. Master's degree in a behavioral health or healthcare-related field preferred. Oregon behavioral health, residential treatment, or community mental health management experience. Previous supervisory or program-management experience. Experience with Oregon Health Authority licensing and compliance. Experience working with adults with serious and persistent mental illness. Experience with person-centered planning, behavioral interventions, crisis prevention, and resident rights. Knowledge of Medicaid/Medicare, HCBS, documentation, quality assurance, and incident-reporting requirements.
