Performs professional work planning, coordinating and overseeing youth and adult athletic programs and events for the County. Distinguishing Features of the Class An employee in this class performs professional work coordinating and overseeing youth and adult athletic programming including baseball, football, cheerleading, and basketball. Work involves overseeing athletic program registration; acquiring sponsors; coordinating team selection and drafts; scheduling athletic practices and games; recruiting volunteer coaches and securing officials; developing marketing materials and publicizing programs; ordering and purchasing uniforms, equipment and supplies; supervising games and events; enforcing department rules; communicating regularly with coaches, parents, and participants; responding to inquiries and requests for information; maintaining program calendars; and preparing a variety of reports on activities. The position also assists with athletic field preparation and maintenance which includes mowing fields, dragging and lining fields, weed eating and trimming, and cleaning gym facilities. Work involves strong organizational skills and significant public contact interacting with participants, coaches, staff and visitors providing information on programs, responding to inquiries, and addressing complaints. Work involves considerable planning and scheduling of activities and is performed in accordance with departmental rules and policies. Position requires extensive public contact with coaches, officials, and participants requiring considerable tact and diplomacy in resolving concerns and complaints. Work is performed under the general supervision and is evaluated by observation, discussions, reports, and public feedback of program effectiveness. Duties and Responsibilities Essential Duties and Tasks Plans, organizes, schedules, and supervises assigned athletic recreation programs, camps and clinics, and activities which may include youth and adult baseball, softball, volleyball, football, cheerleading, and basketball. Publicizes recreation programs and activities of the department to the public; develops marketing materials; promotes programs to the schools, businesses, and community groups; secures sponsors. Manages program details; prepares program calendars; schedules games, practices, and program events; coordinates team selections; recruits volunteer coaches; secures officials. Orders and maintains inventory of equipment and supplies; coordinates and orders participant uniforms; distributes uniforms to coaches; ensures equipment is safe, adequate and up-to-standard; recommends items for purchase. Responds to inquiries and requests for program information; addresses inquiries and complaints about programs, scheduling, officials, and registration. Recruits and supervises part-time and seasonal staff; provides training, ensures safety and provides performance coaching and evaluation. Communicates with coaches, officials and parents to handle problem situations and seek resolution; makes and explains decisions based on the official game rules and department policies and procedures. Oversees, supervises, and evaluates athletic programs, events, practices and games for quality of competition, proper use of equipment and facilities, participation, and sportsmanship; enforces and ensures compliance with rules, policies, and regulations for participant behavior. Assists in the formulation and execution of departmental rules and policies related to athletic programming. Athletic Program Supervisor Page 2 Performs athletic field maintenance which includes mowing grass, dragging and marking ball fields, leveling dirt infields and base lines, and setting up goals. Tracks and maintains participation data and records, demographic data, attendance statistics, and related data; compiles reports and records as requested. Prepares cost estimates for various programs and budget recommendations; submits justification for requests; monitors and controls expenditures within jurisdiction of responsibilities Represents the department and County on various committees and groups; establishes and maintains community and regional partnerships. Monitors and assures safety, cleanliness, and neat appearance of facilities and fields; mops and cleans bleachers; removes trash; gives directions to staff for preparation of activities. Evaluates program effectiveness, recommending improvements and potential new programming. Enforces County and department policies and regulations; ensures program compliance with safety protocols; assesses program effectiveness to ensure community needs are met. Additional Job Duties Backs up other staff. Performs related duties as required. Recruitment and Selection Guidelines Knowledge Skills and Abilities Considerable knowledge of principles, practices, and methods of recreational or athletic programs and of current trends and developments in the field of public recreation. Considerable knowledge of standard materials, equipment and facilities utilized in a public recreation program including required maintenance of athletic fields and facilities. Considerable knowledge of the methods, tools, and equipment utilized in landscape and recreation field maintenance. Knowledge of the application of information technology to the work. Working knowledge of the work hazards, related liabilities, and applicable safety standards and County standards. Skill in teamwork, collaborative conflict resolution and customer service excellence. Skill in dealing tactfully, courteously and firmly with program participants and the public and in collaborative conflict resolution. Skill in managing multiple priorities and program requirements in recreational and athletic programming and facility maintenance. Skill in the operation of assigned equipment and tools, chalker, drag and line attachments, riding mower, and landscaping equipment. Ability to use sound judgment to enforce rules and regulations. Ability to plan and coordinate the work of temporary, volunteer, and/or paid workers. Ability to express ideas effectively and communicate effectively in oral and written forms. Ability to establish and maintain effective working relationships with officials, citizens, employees, supervisors, and participants. Physical Requirements Must be able to physically perform the basic life operational functions of balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking and hearing. Must be able to perform medium work exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects. Must possess the visual acuity to prepare and analyze data, read extensively, operate a computer, utilize measuring devices, and perform maintenance tasks. Athletic Program Supervisor Page 2 Desirable Education and Experience Graduation from a four-year college or university with a degree in recreation administration, physical education or a related field and considerable experience in coordinating athletic and recreational programming; or an equivalent combination of education and experience. Special Requirements Possession of a valid NC Driver's License.
