Tumwater, WA | Pay range: $ 32-38/hour Position Summary The Benefits and Leave Specialist administers employee benefit programs and leaves of absence from initial enrollment or intake through final resolution. The role serves as a primary resource for employees and managers, maintains accurate records across HR, payroll, and vendor systems, and helps ensure that benefit eligibility, payroll deductions, carrier billing, and leave status remain aligned. Success in the role requires careful follow-through, sound judgment, clear communication, and the ability to handle sensitive employee information with discretion. Essential Functions Benefits Administration Administer day-to-day enrollment, eligibility, changes, and terminations for medical, dental, vision, life, disability, retirement, and voluntary benefit programs. Process new-hire elections, qualifying life events, dependent changes, beneficiary updates, coverage corrections, and benefit terminations accurately and within established deadlines. Serve as a primary point of contact for employee benefit questions, explain available resources and administrative processes, and coordinate escalated eligibility or claim concerns with the appropriate carrier, broker, or vendor. Support new-hire orientation, annual open enrollment, benefit communications, wellness initiatives, and employee education activities. Coordinate eligibility files, carrier feeds, vendor records, COBRA administration, evidence-of-insurability requirements, and other benefit-related transactions. Maintain current benefit records, plan documents, employee communications, standard operating procedures, and audit support materials. Assist with annual renewals, benefit surveys, compliance reporting, and implementation of plan or vendor changes. Partner with Payroll and Finance to maintain a clear reconciliation calendar, defined handoffs, supporting documentation, and timely resolution of outstanding items. Work with Payroll on pre-payroll and post-payroll deduction audits, missed or incorrect deductions, refunds, catch-up deductions, benefit deductions during leave, and approved retroactive corrections. Leave and Accommodation Administration Manage leave intake and case administration for applicable federal, state, local, and company leave programs, including FMLA, ADA, state paid family and medical leave, military leave, personal leave, worker's compensation and other approved absences. Review eligibility, issue required notices, request and review supporting documentation, track deadlines, maintain case notes, and communicate decisions and next steps in a timely manner. Track continuous and intermittent leave usage, recertification dates, exhaustion dates, extensions, and return-to-work requirements in the HRIS or leave management system. Coordinate with Payroll to align paid and unpaid leave, available paid time, benefit deductions, premium arrears, and other pay-related impacts throughout the leave period. Communicate with employees and managers regarding leave status, documentation needs, expected return dates, scheduling impacts, and role-appropriate next steps while protecting confidential medical information. Coordinate fitness-for-duty documentation, return-to-work planning, and the transition from protected leave to other available processes when appropriate. Support the interactive accommodation process under established procedures and escalate complex, disputed, or high-risk matters to the Director of Human Resources. Coordinate leave activity that overlaps with workers' compensation, disability benefits, or other programs to ensure records and employee communications remain consistent. Maintain complete and confidential leave files that are organized, current, and ready for internal or external audit. Systems, Data, and Compliance Maintain accurate and timely benefit and leave data in the HRIS, payroll platform, carrier portals, and related vendor systems. Audit eligibility feeds, deduction files, exception reports, and system interfaces; resolve errors or coordinate correction with the appropriate owner. Prepare routine reports and dashboards related to enrollment, benefit costs, leave activity, reconciliation status, and service levels. Follow applicable benefit, leave, privacy, and records-retention requirements, including established procedures related to ERISA, ACA, COBRA, HIPAA, FMLA, ADA, and state programs. Protect personal, medical, payroll, and financial information and share it only with individuals who have a legitimate business need. Maintain process guides, checklists, templates, calendars, and controls that support consistency, continuity, and audit readiness. Employee and Manager Support Respond to employee and manager questions promptly, accurately, and with a service-oriented approach. Translate complex benefit and leave processes into clear next steps without making commitments outside plan documents, policy, or delegated authority. Build productive working relationships with HR colleagues, Payroll, Finance, managers, benefit brokers, carriers, and third-party administrators. Escalate employee relations concerns, policy exceptions, suspected compliance failures, and matters requiring legal or executive judgment. Required Qualifications Associate degree in human resources, business, accounting, or a related field, or an equivalent combination of education and relevant experience. At least three years of experience in benefits administration, leave administration, payroll support, HR operations, or a closely related role. Demonstrated experience reconciling benefit enrollment, payroll deduction, carrier invoice, or related financial data. Working knowledge of common benefit and leave requirements and the ability to apply policy and procedure consistently. Intermediate spreadsheet skills, including sorting, filtering, formulas, lookups, and pivot tables, with the ability to work carefully across multiple data sources. Strong written and verbal communication skills, sound judgment, and the ability to manage confidential information. Ability to organize a high-volume workload, meet recurring deadlines, document work clearly, and follow discrepancies through resolution. Preferred Qualifications Bachelor's degree in human resources, business, accounting, or a related field. Experience supporting a multi-site, healthcare, behavioral health, nonprofit, or other regulated organization. Experience with ADP Workforce Now or a comparable HRIS and payroll platform. Experience administering Washington leave programs or supporting employees in multiple states. Professional certification such as CEBS, CBP, CLMS, SHRM-CP, PHR, or a related credential. The employee must be able to review detailed records, communicate effectively, and remain productive during periods of sustained screen-based work.
