Compensation and Data Manager

Job Description

The Compensation and Data Manager provides strategic leadership and operational oversight for the university's compensation and serves as the primary custodian of personnel records. This position is responsible for designing, implementing, and maintaining a competitive compensation strategy that ensures internal equity, external market competitiveness, and regulatory compliance also ensuring the integrity, security, and legal compliance of all employee data and historical records.
Strategy & Program Management:
Manages the development, implementation, and administration of all University compensation programs.
Market Analysis:
Oversees job evaluations, salary survey participation (e.g., CUPA-HR), and market benchmarking to determine competitive positioning.
Data Integrity & Records Management:
Oversees the maintenance, retention, and disposal of all personnel records in accordance with state/federal laws and University policy; manages the transition from paper to digital records and ensures data security protocols. develops techniques for compiling and presenting data to leadership.
Consultation & Relationship Management:
Provides expert advice to supervisors and line management on pay decisions and policy interpretations; manages vendor relationships to ensure high service delivery and resolve discrepancies.
Compliance & Regulation:
Ensures all programs comply with federal, state, and local laws (FLSA, FMLA, ACA), Utah System of Higher Education (USHE) policies, and Utah legislative funding requirements.
Employee Engagement & Training:
Develop and deliver training regarding compensation practices and data retention processes.
Other duties as assigned:
Includes participation in HR-wide projects and providing backup support for other HR functions during peak seasons. Minimum Qualifications 4-Year Bachelor's Degree in Business, Human Resources, or a related field. Three (3) years of progressively responsible experience in employee compensation, related HR areas, or financial analysis and management. 2. In-depth knowledge of federal and state regulations (FLSA, Utah code for Hours and Leave, etc.). Analytical skills with the ability to interpret complex data and communicate findings to non-technical stakeholders. Technical aptitude, specifically with HRIS systems and Microsoft Excel (VLOOKUPs, Pivot Tables). Demonstrated ability to develop and maintain cooperative working relationships across all levels of an organization. Preferred Qualifications Master's Degree or professional certification (CCP, CBP, CEBS, or
PHR/SPHR
). Experience using CUPA-HR Compensation Data on Demand. Specific understanding of Utah legislative funding processes for higher education. Proven track record in process automation and HR service delivery improvement.
