Job Description

PURPOSE, SCOPE AND WORKING RELATIONSHIPS
: The Human Resources Director will partner with the City Administrator and department managers by providing professional human resources support through planning, organizational development, strategic leaderships, coordination, implementation and administration of process and programs in the functional area of human resources in accordance with applicable policies and laws.

DUTIES AND RESPONSIBILITIES
: Demonstrate technical competences in all practices of human resources and provide advice, support, consultation, and guidance, with administration, department managers, and employees. Responds to employee inquiries regarding employee and labor relations, training and development, recruitment, payroll, benefits administration and other general employee related issues. Participates in the conduct of investigations when employee complaints, concerns or grievances are brought forth and advise on response and resolutions. Provide guidance to administration and department managers on disciplinary and grievance issues to ensure compliance with rules, policies and procedures. Collects and creates information used to develop management positions for the collective bargaining process, analyzes effects of management and union proposals, and recommends labor contract provisions. Perform job analysis, develop and maintain accurate job descriptions and assess job classifications. Develop, implement, and evaluate effective recruitment, hiring, onboarding and exiting processes. Assist leadership with organizational development strategies including quality improvement, performance enhancement, performance needs analysis, and training recommendations. Oversee the performance review process. Ensure a fair and legal process is enacted, confidentiality is maintained, reviews are valid and completed in a timely manner. Maintain confidentiality by ensuring any access to not public data be strictly limited to accessing the data that are necessary to perform the duties. While data are being accessed, take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Properly store the not public data. Manage drug testing programs including scheduling, notification to supervisors, and maintaining required documentation. Coordinate and participate in the employee wellness committee and assist with developing, managing, and maintaining wellbeing initiatives for employees. Review payroll systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes and other deductions. Administer benefit programs and annual open enrollment. Education potential employees, current employees and retirees on benefit plans. Acting as a liaison between employees and insurance providers. Administer disability management programs including FMLA, non-FMLA, LOA, short and long term disability and fitness for duty evaluations as necessary. Ensure compliance with State and Federal employment regulations including, but not limited to, FLSA, FMLA, ADA, EEOC, HIPPA, the Department of Labor, and worker compensation. Aid in response to worker's compensation and unemployment claims. Track and post OSHA-required data and reports. Participates in the evaluation of existing safety programs and oversee participation amongst staff with annual training requirements. Maintains confidential and non-confidential personnel files and records; ensures secure storage of all personnel records and dissemination of information in accordance with the Minnesota Data Practices Act Serves the general public regarding residential and customer inquiries related to City business. Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
: Knowledge of personnel management and human resource programs and policies. Knowledge of State and Federal employment laws and regulations. Knowledge of Minnesota Data Practices Statutes in regards to employment data. Knowledge of City policies, procedures, programs, rules and regulations. Knowledge of labor relations practices and techniques and labor negotiations methods. Knowledge of basic computer operations and various software applications including Microsoft Outlook, Word, and Excel and Office 365. Knowledge of the principles and practices of budget administration. Ability to work independently and complete assignments with limited supervision. Ability to communicate effectively, both orally and in writing. Ability to assess and prioritize multiple projects and work within deadlines to complete projects and assignments. Ability to establish and maintain effective working relationships with superiors, subordinate staff, City Council, other external agencies, and the general public.
MINIMUM REQUIREMENTS
Bachelor's degree with coursework in personnel management, human resources, and business/public administration or related field plus a minimum of three years of experience in personnel and benefits administration; or combination of education and experience determined by management to be equivalent. Possession of or the ability to obtain a valid State of Minnesota driver's license within 60 days of hired date. Working knowledge of employment laws including, but not limited to, Equal Employment Opportunity (EEO), Americans with Disabilities Act, FMLA, FLSA, and Workers' Compensation.
PREFERABLE QUALIFICATIONS
Previous human resource and/or labor negotiation experience in a public sector. 4-5 year experience in personnel, benefit administration and/or human resources.
